37 CCC The Tradition here in question comes from the apostles and hands on what they received from Jesus' teaching and example and what they learned from the Holy Spirit. The first generation of Christians did not yet have a written New Testament, and the New Testament itself demonstrates the process of living Tradition.

45 DECLARATIONOF VATICAN COUNCIL I ON PAPAL INFALLIBILITY (Pastor Aeternus – July 18, 1970) “Therefore, faithfully adhering to the tradition received from the beginning of the Christian faith, to the glory of God our savior, for the exaltation of the Catholic religion and for the salvation of the Christian people, with the approval of the Sacred Council, we teach and define as a divinely revealed dogma that when the Pontiff speaks EX CATHEDRA, that is, when in the exercise of his office as shepherd and teacher of all Christians, in virtue of his supreme apostolic authority, he defines a doctrine concerning faith or morals to be held by the whole Church, he possesses, by the divine assistance promised to him in blessed Peter, that infallibility which the divine Redeemer willed his Church to enjoy in defining doctrine concerning faith and morals. Therefore, such definitions of the Roman Pontiff are of themselves, and not by the consent of the Church, irreformable."

46 The Congregation for the Doctrine of the Faith in its Doctrinal Commentary on Professio Fidei dated June 29, 1998, provides the instances of the exercise of papal infallibility as follows: “These doctines are contained in the Word of God, written or handed down, and defined with a solemn judgment as divinely revealed truths either by the Roman Pontiff when he speaks ‘ex cathedra,’ or by the College of Bishops gathered in council, or infallibly proposed for belief by the ordinary and universal Magisterium.” Note: Example of dogmas defined by the College of Bishops are “Lumen Gentium” and “Dei Verbum” of the Second Vatican Council

47 Therefore, the conditions for Papal Infallibility are: 1.A decision of the supreme teaching authority of the Church (pope or College of Bishops in union with the pope); 2.Concern a doctrine of faith and morals; 3.Bind the universal Church; and 4.Be proposed as something to hold firmly and immutably (i.e. formula such as - “We declare, pronounce and define the doctrine... to be revealed by God and as such to be firmly and immutably held by all the faithful” or through an accompanying anathema stating that anyone who deliberately dissents is outside the Catholic Church.)

48 In regard to doctrines not pronounced infallibly, the same doctrinal commentary, quoted “Ad tuendam fidem” by Pope John Paul II (promulgation modifying Professio fidei, 1998) as follows: “Moreover, I adhere with religious submission of will and intellect to the teachings which either the Roman Pontiff or the College of Bishops enunciate when they exercise their authentic Magisterium, even if they do not intend to proclaim these teachings by a definitive act.” The commentary follows – “To this paragraph belong all those teachings on faith and morals – presented as true or at least as sure, even if they have not been defined with a solemn judgment or proposed as definitive by the ordinary and universal Magisterium. Such teachings are, however, an authentic expression of the ordinary Magisterium of the Roman Pontiff or of the College of Bishops and therefore require religious submission of will and intellect.”

50 CCC 891 (Extraordinary Magisterium ) 891 "The Roman Pontiff, head of the college of bishops, enjoys this infallibility in virtue of his office, when, as supreme pastor and teacher of all the faithful - who confirms his brethren in the faith - he proclaims by a definitive act a doctrine pertaining to faith or morals.... The infallibility promised to the Church is also present in the body of bishops when, together with Peter's successor, they exercise the supreme Magisterium," above all in an Ecumenical Council. When the Church through its supreme Magisterium proposes a doctrine "for belief as being divinely revealed," and as the teaching of Christ, the definitions "must be adhered to with the obedience of faith." This infallibility extends as far as the deposit of divine Revelation itself.

51 CCC 892 (Ordinary Magisterium) 892 Divine assistance is also given to the successors of the apostles, teaching in communion with the successor of Peter, and, in a particular way, to the bishop of Rome, pastor of the whole Church, when, without arriving at an infallible definition and without pronouncing in a "definitive manner," they propose in the exercise of the ordinary Magisterium a teaching that leads to better understanding of Revelation in matters of faith and morals. To this ordinary teaching the faithful "are to adhere to it with religious assent" which, though distinct from the assent of faith, is nonetheless an extension of it.

53 Doctrines other than dogmas are in documents of various types such as apostolic letters, encyclicals, documents issued from the departments of the Pope’s ‘curia’ or administration, such as the Congregation for the Doctrine of the Faith, and “apostolic constitutions” such as the Catechism of the Catholic Church, indicating the supreme importance of the Catechism as an expression of Catholic Faith.

54 Pius XII and the Second Vatican Council stress that even mere papal encyclicals are part of the ordinary teaching of the Church. In his 1950 encyclical Humanae generis, he wrote: “Nor must it be thought that what is expounded in encyclical letters does not itself command consent, on the pretext that in writing such letters the Popes do not exercise the supreme power of their teaching authority. For these matters are taught with the ordinary teaching authority, of which it is true to say, ‘He who heareth you, heareth me.’”
