DOL H2P Grant Overview Trade Adjustment Assistance Community College and Career Training Grant (TAACCCT) Three Year, $19.6 Million Grant (October 2011 – October 2014) Focus on Healthcare – Education and Training for Students and Incumbent Workers – Career Pathways and Stackable Credentials Ten Community Colleges – Two each in KY, MN, OH, and TX plus one in Chicago and one in DC – Cincinnati State Technical and Community College is Lead College – Both Rural Focus and Metropolitan Focus – Colleges on State Borders Local Partners – Employers, Workforce Centers, Community Organizations, ABE, K-12 Districts, and 4-Year Colleges – Healthcare Alliance National Partners – Office of CC Research and Leadership, Technical Institute of Excellence in STEM, National Network of Health Career Programs in CC, and National Association of Workforce Boards – American Medical Association, Hospital Corporation of America, and Kindred Healthcare

A. S. – Certificates EKG Limited Scope X-Ray Operator Phlebotomy New Laboratory for Medical Assisting Program

DOL H2P Grant Objectives Consortium Goals Provide trade-impacted and low-skilled workers with adequate preparation, support, and opportunities to complete post-secondary training in health professions that provide credentials aligned with job advancement. Expand and enhance the healthcare workforce with the competencies needed by industry. Build the capacity of community colleges to continuously assess student and employment outcomes and use this information to improve the quality of health professions programs.

DOL H2P Grant Objectives Consortium Strategies Online Assessment and Career Guidance Contextualized Developmental Education Competency-Based Core Curriculum Industry-Recognized Stackable Credentials Enhanced Retention Support Training Programs for Incumbent Health Professions Workers Enhanced Data and Accountability Systems  Galvanize a National Movement to Improve Health Professions Training

DOL H2P Grant Objectives Pine Technical College Actions Aligned to Strategies Online Assessment and Career Guidance – Utilize VCN (Virtual Career Network) or similar platforms for on-line career guidance and prior learning assessment Competency-Based Core Curriculum – Revise and enhance our existing Healthcare Core Curriculum Contextualized Developmental Education – Incorporate contextualized developmental education components into our Healthcare Core Curriculum Industry-Recognized Stackable Credentials – Develop and implement Medical Assisting A.A.S. Program plus EKG, Limited Scope X-Ray Operator, and Phlebotomy Certificates

DOL H2P Grant Objectives Pine Technical College Actions Aligned to Strategies Enhanced Retention Support – Employ Retention Specialist to study and implement successful retention strategies – Pilot Intrusive Advising employing texting (Job Rooster Technology) Training Programs for Incumbent Health Professions Workers – Partner with local employers to develop and offer incumbent worker training Enhanced Data and Accountability Systems – Cooperate with the Consortium and the Office of Community College Research and Leadership to collect and analyze student and employment data in order to improve health professions training  Galvanize a National Movement to Improve Health Professions Training

DOL H2P Grant Initiative Key First Steps Assemble and Engage Advisory Board Finalize Budget and Scope of Services Update Community Outreach Plan Hire Staff Work with WIB’s to Capture TAA Participants Learn Current Data Collection Systems

DOL H2P Grant Partner Engagement National Core Curriculum – What is important to our region? Incumbent Worker Training – What do you need? Credit versus Non-Credit Add-on Certificates (Stackable Credentials) Curriculum Content – How do we cooperate to utilize healthcare employees as Adjunct Faculty? Student Retention and Success – Support (Monetary or In-Kind) for Students Is it available from Workforce Centers, Community Organizations, and/or Foundations? Can we get Matching Funds from National Organizations? Data and Accountability Systems – Access to Records: Student, Workforce, and Employee Records How do we access confidential records? How do we share information across state lines?

DOL H2P Grant Partner Engagement TOOLS – Consortium Partners – National Consultants – Logic Models – “Pathways to Results” (Previously Perkins “Programs of Study”) Assessment and Continuous Improvement Process Outcomes and Equity – All students need to progress and complete/succeed at equitable rates – Prior Learning Assessments (e.g., Armed Forces Medical Training) Virtual Career Network – Intrusive Advising Job Rooster DOL: “Student Success = Labor Market Value”
