3 In recent years, some evaluation and incentive packages for the advancement of Taiwan higher education have been launched: 1999 In pursuit of academic excellence (Ministry of Education; Project-based); Distinguished research centers (National Science Council; Center-based)

Identification of seven research universities (Ministry of Education) Assessment of the quality of university governance and professional expertise 2004 A project to develop “World-class University and Top-notch Research Center” (12 universities were awarded extra-budget, it’s $ 1.5 billion in five years for university-wide development)

Excellence in Teaching Project (> 30 universities were awarded) 2006 Assessment of Departments and Graduate Institutes (> 4,000 units under review) 2009

6 One of the main achievements is on research productivity. For the seven research universities, a comparison of pre- and post- five-year publication volume shows a three- fold difference.

14 1.Mission Statement: A research university with a particular emphasis on undergraduate education. The Reasons Behind : Reform to Enhance 2.Recruitment of new faculty: To account for a 1/3 strong share in the whole structure of full-time faculty.

15 Number of Students: 8,000 ( 1/2 of the student body are medical and pharmacy students ) Number of Full-Time Teachers: 538 (384 in 2005) Number of Part-Time Teachers: 477 Number of Physicians: 743 Number of Beds: 2,830 OPD: 10,000 per day

16 3.Set higher standards for faculty recruitment and promotion to professorship. 4.To establish the core facilities (e.g., Proteomics and Molecular Imaging Lab., Center of Molecular Medicine) and to form the competitive research centers (e.g., Biostatistics, Stroke, Cardiovascular, Neuropsychiatric, and Cancer Research Centers).

17 5.To provide start-up funding for the first-three- year new faculty ( up to NT$500,000 per year). 6.To increase the share of internal funding up to 30% (8% in 2004). The total project expenditure (external plus internal funding) is twice as compared to that in 2004.

21 2.Monitor the learning curve with significant growth: Study abroad : 20 → 50 → 100 → …… 200 Undergraduates participation in research teams: # 3 or 4 in local University Ranking Pluralistic learning through taking double majors, minors, and other effective means. A balance between general education and expertise training.

22 3.Curriculum reform, curricular road map, and faculty development 4.Multiple–tracks for faculty evaluation and promotion

23 5.Standardized pedagogical requirements through three-tier committees 6.Merit-awards and Best-Teacher-awards for three categories: Departmental, Collegiate, University-wide

24 Difficulties & Prospects 1.Lack of graduate students and post-doc. 1) The share of graduate students < 1/10 student body 2) Recruitment of post-doc is still on the move 2.Long-term under-representation of Traditional Chinese Medicine and Drug Discoveries. 3.Lack of major scientific breakthroughs and rival leads in international academic competitions, although with a recent impressive progress on average performance (See the attached progress listings of six colleges).

25 4.Still striving to establish a reputation for local contribution and national significance, especially on biomedical and environmental /occupational issues. 5.A need to redefine the mission statement and strategic actions to assure an achievement of the following ladder climbing: 1)A research university with particular emphasis on undergraduates education 2)Top-notch research centers in Taiwan and Asia 3)A world-class university on Top 500
