2 Program History & Mission One of the 24 eGov initiatives established by the President’s Management Agenda –Office of Management and Budget (OMB) provides program oversight and guidance –DM program resides in the DHS/FEMA Emergency Planning and Response (EP&R) Directorate –DHS/FEMA EP&R provides program management functions and support Supports a multitude of federal agency missions including DHS and FEMA missions to reduce the loss of life and property in any phase of a disaster event Supports the federal mission to provide the Nation with a comprehensive, accelerated and improved quality disaster mitigation and response through information sharing capabilities

6 Incident Management Standards Development Process Flow Practitioners identify, prioritize, and recommend standards for development DHS/FEMA coordination activities DM facilitates draft standards with national practitioner groups, private industry, DHS supports trials Present draft standard to recognized standards making body(s) Recognized standards making body(s) will publish standards Recognized standards making body(s) will review and approve standards Approved standards will be incorporated into DMIS and vendor products

7 Approach Incident management data standards Public standards Facilitating, not producing –Practitioners define requirements and set priorities –DHS drafts standards based on above –Non Profit Consortium of Vendors implements standards and submits to the appropriate: –Formal Standards Organization(s) for approval and publication (OASIS, ANSI, IEEE. others) DM is creating common grant guidance language National standards driven by practioners, not federal agencies

8 Plans for this Coming Year Further integrate Global’s and others’ data dictionaries Begin work on next EDXL standard as defined by last practitioner meeting: “Resource Management” Submit 6 – 8 incident management standards for processing through the appropriate standards organizations Leverage SAFECOM’s and others Statement of Requirements as applicable for data standards
