RALPS Governance context Issues and impact A complexity and multiplicity of actors (housing, transport, spatial planning, land use...) A difficulty to identify and understand the key factors of individual choices, and levers to influence them A need for volontarism regarding public and private decision makers and public policies The planning boundaries are not necessarily related to residential sprawl, and individual choices are not always taken in a rational and collective interest way Coordination between actors and perimeters, balance between individual needs and collective issues shall be balanced

MORECO Common Declaration Smart locations and alternative means of transport to the car for a better liveability ….. Given the findings of the project, the partners have defined the following four strategic priorities: Foster projects around existing and future public transport hubs Provide households with tools in order to rationalise their residential choices with regard to the residence/mobility costs Reduce commuting by car and encourage the use of collective means of transport Continue striving to objectively weigh up the respective costs of urban sprawl and rebuilding inner city sites or local authorities These priorities for action will be backed up and made sustainable by the creation of a network in which the MORECO partners will continue exchanging experiences and good practices. … RALPS SIR
