Currently in Uzbekistan there has been implementing preparation of PhD schools and senior scientific researcher groups, names and codes in 20 science branches and 286 specialized groups in training highly qualified and scientific pedagogical personnel

State requirements for postgraduate studies 1. The current state requirements set for postgraduate education was developed in accordance with the Laws of the Republic of Uzbekistan on “Education” and “National Programme for Personnel Training”, President’s Order №4456 on “Developing system of attestation and training of highly qualified scientific and scientific-pedagogical personnel” from July 24, 2012 and Decision of Cabinet of Ministers №5 on “Developing and implementing state educational standards for continuous education system” from January 5, 1998

4.The following definitions are used for State requirements: Postgraduate education – continuous education intended to train highly qualified scientific and scientific-pedagogical personnel for the society; Senior scientific researchers institute – postgraduate education organised at the HEI and Scientific research Institutes for highly qualified scientific and scientific-pedagogical personnel speciality in the aim of deeper study of the specialty apart from production and preparation and defence of doctoral dissertation and conducting scientific researches seeking doctor of science degree;

Independent researcher - postgraduate education organised at the HEI and Scientific research Institutes for highly qualified scientific and scientific-pedagogical personnel speciality in the aim of deeper study of the specialty in the process of production and preparation and defence of doctoral dissertation and conducting scientific researches seeking doctor of science degree; Senior scientific researcher – a person enrolled to HEI or Scientific-research institute as a Senior scientific researcher in accordance with fixed regulation; Independent researcher – a person enrolled to HEI or Scientific-research institute as an Independent researcher in accordance with fixed regulation.

II. Study forms, terms and enrolment at Postgraduate institutes 5. 3 years study of postgraduate education is implemented in the following forms: Senior scientific research institute; Independent researcher. 6. Organised by special commission of relevant institutions on competitive basis enrolled as a Senior scientific researcher to postgraduate institutes financed by state budget. The selection of applicant for postgraduate institutes is conducted due to the results of entrance examination implemented in accordance with fixed regulations. 7. Foreigners and stateless citizens are enrolled to postgraduate institutes on contact basis in accordance with fixed regulations and (or) international agreement of the Republic of Uzbekistan.

III. The requirements for applicant of postgraduate education 8. The applicants to be enrolled as a Senior scientific researcher to postgraduate institute should meet the following requirements: At least two years of scientific or scientific-pedagogical experience; Possessing diploma of Masters or equal to that document of Military Academy, Internal Affairs Academy and National Security Service HEI of the Republic of Uzbekistan or diploma of higher education obtained before implementation of scientific degree of candidate of sciences or Master’s degree;

Capability to do scientific researches and scientific- pedagogical activity; Possessing certain scientific outputs, particularly having published at least 3 scientific article at scientific journal, scientific-practical conferences, seminars and roundtable collections, 2 thesis of dissertation for seeking doctor of science degree on the relevant scientific area; Foreign language proficiency equal to Master (C1); Ability to use modern ICT, particularly internet.

9. Independent researcher s should meet the following requirements: At least 5 years practical experience; Possessing diploma of Bachelor or Masters or diploma of higher military institution of the Ministry of Defence, Ministry of Internal Affairs, State customs committee or National Security Service or diploma obtained before implementation of scientific degree of candidate of sciences or Master’s degree; Capability to conduct scientific research and scientific-pedagogical activity; Certain scientific achievements, publish at least 3 articles at scientific journal, scientific-practical conferences, seminars and roundtable collections, 2 thesis of dissertation for seeking doctor of science degree on the relevant scientific area and/or author (co-author) invention or selection achievement or one or more patent on the relevant area of science and/or participation in the scientific-technological development; Foreign language proficiency equal to Master (C1); Ability to use modern ICT, particularly internet.

In order to be awarded Doctor of science degree the applicant should be capable to conduct independent scientific-research and scientific pedagogical activity. The capability of the applicant to conduct the scientific- research and scientific-pedagogical activity is identified by testing.

People with degree of candidate of sciences and PhD of foreign state or other scientific degrees equal to that as well as Associated professor, Senior scientific officer are free from taking testing.
