Logical Project of Database for the State of Scientific Research and Development in Defence Ventzislav Atanassov, MCS and MEc SfP Management of Security Related R&D in Support of Defence Industrial Transformation: Security and Defence R&D Management:Policy, Concepts and Models

Introduction Database requirements Model Driven Design of the Database Compliance to NATO Standard AQAP 50 Table structure and table relations within the Database Some important table attributes Application of the Database Closing remarks SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Introduction Target – design of Unified Database for the state of scientific research and development in defence called Database for the State of Scientific Research and Development in Defence (DSSRDD) Requirements: - the database must help decision makers on different levels: strategic, operational and tactical - the database must be used as middle tier layer of decision support system for management of scientific research and development in defence SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Introduction (cont.) Requirements (cont.): - scalability: using for new coming programs and projects; - adaptability: using for wide spectrum of activities; - historical view; - multi-user environment; SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Introduction (cont.) Requirements (cont.): - data security and data protection; - to ensure comprehensive view of the research and development activities in defence; - compliance to NATO standards for quality assurance. SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Model Driven Design of the DSSRDD Design of Common Model of Management of Research and Development (subject to other paper) Common Model of Management of Research and Development in Defence used for: - extracting of main objects for description and formalization that should be represented in the DSSRDD; SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Model Driven Design of the DSSRDD (cont.) Common Model of Management of Research and Development in Defence used for: - definition of the processes that the Database should support; - definition of the DSSRDD as repository for the quality assurance and assessment of projects and programs for scientific research and development in defence. SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Compliance to NATO Standard AQAP 50 AQAP 2050 – NATO project assessment standard Why we need compliance to AQAP series standards and especially to AQAP 2050? How to guarantee compliance to AQAP 2050 of the model of management of scientific research and development in defence? The role of DSSRDD to ensure compliance to AQAP 2050 SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Table structure and table relations of DSSRDD Relational organization of logical structure DSSRDD gives freedom of choice of RDBMS for physical realization; There are defined tables, relations between tables and columns in the tables; Two types of tables: main tables and classifiers; Main tables in DSSRDD are: PROGRAM, PROJECT, PRODUCT, COMPANY, SCIENTIFIC ORGANIZATION, AUTHORITY, LEGAL FRAME, EMPLOYEE, ADDRESS SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Table structure and table relations of DSSRDD (cont.) There are 36 classifiers needed for realization of DSSRDD and they are: Type of the Program, Range of the Program, Stages of the Program, Type of the Project, Range of the Project, Stages of the Project, Type of the Product, Country, Currency, Type of the company according to the ownership, Type of the company according to the registration, Type of ID number of the company, Type of scientific organization, Area of research, Type of authority, Type of normative document, Title of person, Academic rank, Academic degree, Educational level, Educational degree, Gender of person, Nationality, Language, Degree of language knowledge, Family status, Type of ID number for person, Profession, Position, Military rank, Specialization, Computer skill, Type of the street, Type of address, Security level SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Table structure and table relations of DSSRDD (cont.) Relations between tables: - every table has a unique identifier, which is the primary key; - when some information come in some main table from classifier, the unique code of classifier is placed in the column and form secondary key; - when main table receives information for its column by another main table the code of identifier of the lat table comes into column of the first; - relations between tables could be one to one, one to many or many to many. Application of the Database For management of scientific research and development in defence; To act as middle layer and collection of data for decision support system for management of scientific research and development in defence; To act as repository when assessment of the project is done according to the AQAP 2050; To be media for exchange of information between scientific management and scientists of partner countries, national authorities and NATO. SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence

Closing remarks Database requirements Model Driven Design of the Database Compliance to NATO Standard AQAP 50 Table structure and table relations within the Database Some important table attributes Application of the Database SfP Conference: Security and Defence R&D Management:Policy, Concepts and Models Logical Project of Database for the State of Scientific Research and Development in Defence
