4 ICB3G History & Background In ITU meeting in 2003, a consensus was made by all parties on the future development of IMT-2000 and the framework proposal of ultra-3G mobile communication system; In the same year, WRC decided to bring the related spectrum issues into the discussion of 2007 WRC meeting. Based on this background, ICB3G has become the main subject in the cooperation on mobile communications among China, Japan and Korea. It has been incorporated into the Memorandum of CJK Cooperation, and the conference is annually sponsored by the three countries in turn afterwards. ICB3G is an important international conference related to the new generation mobile communication technology, standard and application. The purpose of the conference is to build up an international platform and provide an opportunity to discuss the development trend, strategies and long-term strategies of the new generation mobile communications. First held in Beijing in 2002, ICB3G have been held successfully six times. All parties have found common grounds on many key issues through such conferences. Each country has successively established relevant study plans, achieved significant progress at some key stages, and promoted the rapid development of 3G mobile communications worldwide.

Previous ICB3G Review October 18-21, 2005, the Future Mobile Communication International Summit and "Seminar on MOCCA-WWI project" (ICB3G-2005) held in Shanghai, China. The conference was hosted by the FuTURE FORUM and jointly supported by MOST, former MII and People's Government of Shanghai. Nearly 300 people, including government officials, experts and scholars from research institutes, representatives of manufacturers and operators, from China, Japan, Korea, Europe and the United States, attended the summit.

Previous ICB3G Review September 20-21, 2006, ICB3G-2006 was held in Seoul, Korea. The conference was host by the former MIC Korea, and organized by NGMC Forum. With the purpose of developing B3G technology and promote exchange and cooperation among China, Japan and Korea in the field of standardization, the conference made discussion on issues of B3G vision and services, B3G technology, spectrum and standardization. March 27-28, 2008, ICB3G-2008 was held in Tokyo, Japan. This conference was jointly hosted by MIC Japan and NICT. Experts and scholars of Asian and European research institutions, representatives of the world’s mobile communications enterprises, as well as government officials from Japan, China, and Korean, nearly 200 people attended the 2-day meeting. Experts gave speech on the IMT- Advanced related development strategy, standardization, R&D activities and technical development and conducted discussions.

Objectives Through organizing the conference, It is expected to enable all countries and relevant organizations to have the opportunity to come together again, to exchange R&D progress and results explore the future development trend of IMT-Advanced and LTE-Advanced clear the current situation of LTE development and discuss the critical steps in the evolution from LTE to 4G conduct extensive and in-depth discussions on spectrum, standards, business, systems and the future prospects of the technology promote the rapid development of IMT-Advanced and LTE-Advanced in the global scope
