Strategic Planning Retreat for UWF Boards Richard S. Podemski Associate Vice President for Research & Dean, Graduate School June 12, 2013

Charge – November 2012 Develop a University-wide coordinated and strategic recruitment and enrollment plan that defines an optimal student profile within the context of UWF’s mission and available resources. Charge is related to Strategic Priority 1.2 in the update to the UWF Strategic Plan, which focuses on facilitating “students’ access to and choice of the University of West Florida to meet their higher education needs.” Strategic Enrollment Planning Team was representative of enrollment planning/management functions across campus.

Strategic Enrollment Planning Reviewed literature on strategic enrollment planning (SEP) - Noel-Levitz publication, Strategic Enrollment Planning: A Dynamic Collaboration, Jim Hundrieser (Ed.), Noel-Levitz, SEP refers to a complex and organized effort to connect an institution’s mission, current state, and changing environment to long-term enrollment and fiscal health. SEP is a data-informed and ongoing process that identifies, evaluates, and modifies strategies and enrollment goals in light of internal and external forces that may influence the direction of the institution. Strategic Enrollment Management (SEM) refers to procedures to ensure that the overall enrollment plan is implemented, monitored, evaluated, and revised, as needed

Strategic Enrollment Planning/Management A well-designed SEP identifies key performance indicators (KPIs) related to (1) overall enrollment goals by segment (e.g., FTIC, transfer, graduate); (2) the enrollment profile for inquiries and applicants; (3) student persistence and graduation; (4) the institution’s fiscal health (e.g., tuition; net revenue; financial aid and scholarships; auxiliary services such as housing, dining, and the bookstore); and (5) infrastructure (faculty positions, facilities, academic programs, student support services).

Strategic Enrollment Planning/Management A strategic enrollment management (SEM) plan ensures that the overall enrollment plan is implemented, monitored, evaluated, and revised, as needed. Strategic Enrollment Management Council Meets regularly to review progress related to the steps in the action plan, track KPIs, coordinate activities among units, review new data, and propose changes and adjustments in the action plan. Over time, SEP and SEM become woven into the very fabric of an institution’s overall planning and management functions

Enrollment Planning Models Conducted an extensive review of enrollment planning models University of Central Florida – Dr. Sandra Archer, Director, Office of University Analysis and Planning Support conducted a workshop at UWF The main forecasting model at UCF is a cohort-based enrollment projection model that projects headcount, student credit hours, and FTE by student classification (freshman, sophomore, etc.) and level (lower, upper, graduate). The model generates a five-year projection based on input that includes new student count estimates and various student cohort parameters, such as student retention from year to year. Populated UCF model with UWF data and projections from the Haas Center.
