Bundled LED services and resources for LED EXPECTED RESULT OUPUTS AS OF MARCH 2012 PLANS FOR 2012-2013 Bundled LED services and resources provided to support LED initiatives of participating LGUs/Alliances Memorandum of Agreement between the National Convergence Initiative NCI (DA-DAR-DENR) and DILG towards convergence for sustainable rural development Convened ETTs in Batch 1 sites and facilitated the matching and bundling of services and resources to support LGUs/Alliances Operationalize MOA through Joint administrative orders, convene regional focal persons to plan and undertake cooperative projects Support a national convergence mechanism for Tourism Convene RETTs/PETTs and support bundling of LED services and resources in Batch 2 sites

Value Chain Analysis of priority economic sectors Development and enhancement of enterprise business plans/models Training to enhance operational and enterprise management skills TA to prepare pre-feasibility studies and investment proposals for priority projects Market linkage Value Chain Studies: Mango Industry, Cassava Industry, and Eco-Cutlural Tourism in DDPKaRoMa; Organic Agriculture in OPAL; Organic Rice in BIAD V Business and Enterprise Skills Developed: DDPKaRoMa – 1549 people; Guimaras – 570; BIAD V – 476; OPAL - 260 Pre-Feasibility Studies/Business Plans: Sapal Weaving Enterprise Business Plan (Guimaras); Cassava Chip Common Service Facility (DDPKaRoMa); Integrated Marketing Strategy for PROMOTE-RICE, Business plans for Balay sa Humay Rice Museum and Carmen Samahang Nayon Multi-purpose Cooperative, Pre-FS on the Center for Agribuisness and Sustainable LED (BIAD V); Pre-Feasibility Study on an Organic Agri Production Training Farm (OPAL) Status of BPLS Standards Compliance: BIAD: All 8 LGUs are underway in their streamlining – reduced processing time and no of steps, JIT and BOSS in place in all LGUs, will be enrolling into the Provincial eBLPS: eTRACS Guimaras: All 5 LGUs are underway in their streamlining – reduced processing time and no of steps. In Buenavista – new business permit flowchar installed, JIT and BOSS in place, Senior Citizen and pregnant women lane/signage installed DDPKaRoMa: Dipolog has fully complied and uses eBPLS, 4 others are in the process of streamlining OPAL: Alaminos City has fully complied , 5 of the 8 have Executive Orders about streamlining and 3 don’t yet. There are very minimal number of clients Leyte – all LGUs in northwest Leyte are in the process of the BPLS reforms. Tacloban and Ormoc city are fully compliant AVLDA – South Cotabato – 6 towns started process of reforms; Sultan Kudarat – Tacuron City and Isulan are fully compliant and 3 towns are in the process of streamlining PaDaYon – all 3 towns have streamlined processes MIGEDC –  Leganes is fully compliant,  Iloilo City and 3 other towns are in the process of streamlining. Pavia has not yet started MNDC – Naga, Calabanga and Pili are fully compliant,10 other towns are in the process of completing the BPLS reforms

LGSP-LED Batch 2 Project Sites (July 2011 to Dec 2013) Organize and build the capacity of Batch 2 LGUs/Alliances LED Teams (using the LED4LGUs Curriculum) Support the development of local economic profiles and value chain studies, streamlining of their BPLS, and prioritization of their LED initiatives Provide assistance in accessing NGA support through convergence efforts, such as Local Economic Transformation Teams

Batch 2 Local Projects are made up of LED initiatives that address the constraints and/or maximize the opportunities for improving the competitiveness of their respective Tourism Value Chains, including strengthening of the tourism enterprises along those chains.
