Financially:  According to tax legislation application of taxation preferential terms by local taxes for newly formed enterprises, enterprises on production of consumers goods and also for all enterprise-beginners of rural area during the first year from the moment of entrepreneurial activity registration;  Attracting of unemployed persons to the entrepreneurial activity by means of disbursement of single help on unemployment with the purpose of own business organization. Organization of professional education of persons who are registered in state employment service on the professions and specialties which are required for development of own business.  ІІІ.
