 Programme of small and middle-sized business development in Sumy region for the period of :  І. Ordering of statutory regulation of entrepreneurial activity  ІІ. Financially:  According to tax legislation application of taxation preferential terms by local taxes for newly formed enterprises, enterprises on production of consumers goods and also for all enterprise-beginners of rural area during the first year from the moment of entrepreneurial activity registration;  Attracting of unemployed persons to the entrepreneurial activity by means of disbursement of single help on unemployment with the purpose of own business organization. Organization of professional education of persons who are registered in state employment service on the professions and specialties which are required for development of own business.  ІІІ. Resource and information provision  IV. Infrastructure formation of entrepreneurship support  Creation of business-incubators by means of granting organizational, material and technical support to small and middle-sized business entities opportunities Environment for network: Realization of State policy at local level. Sumy region.

 Insufficient or financing absence of support programmes, development of small entrepreneurship from local budget.  Banking institutions crediting of small and middle-sized enterprises on the ground of general principles.  High interest rates for entrepreneurial activity entities.  Law level of small entrepreneurship development especially in production, processing and service spheres; concentration upon the intermediary sectors of economics.  Underdevelopment or nonfunctioning of the infrastructure objects majority of entrepreneurship support.  Weak professional personnel training for small business.  Passivity of businessmen on information receiving and insufficient knowledge level about the current legislation.  Absence of initial capital for business starting and lack of circulating assets for business development.  Price increasing of labor force, energy resources.  Business concealment.  Unsettled questions on debts and liabilities reorganization, including VAT and arising of new debts.  Law purchasing capability of population.
