BAT - YAM The Creative City Urban Development Strategy based on culture

Culture and urban development The connection between the two developed considerably in the last two generations Witness: Newcastle, Birmingham-U.K.; Bogotá-Columbia and Bilbao Spain These examples point to very wide definition of culture

Culture and Urban development cont. High Technology and Tourism are two important industries closely related to cultural, educational and environmental development Hi-Tec employees require these developments as a precondion for relocating to another city.

Bat Yam: Problem Definition Comparatively poor city and citizens Lack of important cultural inst. Lack of “downtown” Few employment opportunities Improving internal and external image which needs strengthening Closeness to Tel Aviv

The Strategy Simultaneous solutions based on culture Broad definition of culture: -cultural institutions -Educational institutions -public areas and pedestrians roads linking them -creative industries -shopping and entertainment

Strategy 2 Target: change image to attract new manpower and business Limitation: Limited economic resources Utilize existing resources in an innovative way

Solutions 1 Town planning: create public areas create “downtown” create pedestrians walkways

Solutions 2-Qualitative Unique industrial area Meaningful cultural institutions Unique educational institution Branding

Planning Area

Planning Area Existing Institutions city hall 2.Waterfront 3.Memorial area 4.Cultural center 5.Library/ mall 6.Industrial area

Ring Route Defines and combines the city center

proposed “downtown” See no. 25 below for details

Sinai St.-” DT”development Move city hall opposite performing arts center Open University campus without fences. Lower section of the road to create walkway Campus to include arts high school

City 2 Ben Ari museum building to become fringe center cooperating with performing arts center and arts school Upgrade Riback museum Upgrade park between Arts area and Library/mall.

Achievements so far Creating a “downtown” in a park, a basis for developing prestigious office and residential properties

Ecological City three lanes לגן אשכול ופארק בגין

Waterfront Area A leading factor in local tourism including from Tel Aviv Old city hall becomes arts and design museum Establish high school specializing in water sports or sports in general

Creative & Cultural Industry This is not a gimmick but a unique way of branding different from high technology Creative industry: architecture, designers, communications, productions Cultural industry: Publishing, Music, Audi-visual, computer and internet games

Creative & Cultural Industry -2 The targets are small and upstarts corporations which will be lured by rent prices, easy approach to Tel Aviv, the waterfront park mall etc. Proper facilities including a small fair center (see 24 below) will complete the “bait”.

Industrial Area Map(23) The map demonstrates the different advantages of the location: waterfront and hotels ( mt.s); mall (1.5 km.); park (a couple of hundred meters) etc. A circular bus line is called for.

Proposed fair grounds small and inexpensive

Expected results Create a downtown within a park. The institutes within the “DT”: open university, municipality, performing art center, fringe center, museum, HMO,mall, public library Potential for luxury residence and offices

Expected results 2 Improve commercial life in the city Develop new industrial area Improve the municipal education system and its image Improve municipal cultural institutions

Expected Results -3 All of these gained in minimum cost as the main investment-new city hall- is planned anyway.

Arrive at final plan Discuss the plan with different municipality departments Get new ideas and scrape others if prove impractical Present projects in more detail Convene city wide personalities for an open discussion Create final document

Application-Projects Plan and built new city hall Design new museum at old city hall Plan and market new industrial zone Develop performing art center Plan and built new specialized schools
