Millennium Development Goal 2 Achieve universal primary education (Participation, Cohort Survival and Completion) Overall Goal and Objectives of EFA 2015 Universal School Participation and elimination of drop-outs and repetition in the first three grades Universal completion of the full cycle of Basic Education Schooling with Satisfactory Achievement Levels by All at Every Grade or Year.

Project ReACh UPDATES Conducted series of DepED-LGU Strategic Planning Workshops Four batches involving all regions Also participated in by: Governors City Mayors Presidents of Mayors’ Leagues ABC Presidents Prepared Action Plans and Commitments

FUNDING SUPPORT 1M funding released to all regions in support of implementation of Project Reach Funding counterpart of the Central Office to support the activities that will contribute to the attainment of project objectives by each region Allowable expenses: resource mobilization, networking, advocacy, instructional materials development/procurement for use of schools, orientation/training/capacity building activities for project proponents/implementers/partners, and monitoring and evaluation activities.

PROJECT REACH IMPLEMENTATION (PROJECT PROPOSALS) Regions who have submitted proposals Regions I, II, III, IV-A, IV-B, V, VII, VIII, IX, NCR, CAR, and CARAGA No project proposal submitted Regions VI, X, XI, and XII Submitted proposals reviewed and evaluated by Central Office officials to ensure alignment with targets

FINDINGS Preparation of full blown proposal on Project Reach (per DepED Order 11, s. 2009) as basis for funding Must focus on increasing participation and completion rates and decreasing dropout rates Indicate prioritization of divisions, age, level, grade/year level, types of children in quantifiable terms Specify strategies, time frame, and specific outputs Describe mechanics of implementation of each program Include management structure for accountability purposes Additional comments and recommendation specific to each region shall be formally communicated

ISSUE RELATED TO PROJECT REACH “There are 1.2 million six-year-olds who are not in Grade 1.” Recommendations: 1. Summer 8-week curriculum for the 6 years old without preschool education 2. Policy Issuance: Only 5 years old shall be accepted in preschool; all 6 years old shall be in Grade 1 3. Accreditation of service providers in preschool education
