9/3/ CONCLUSIONS  IMPROVED CAPACITY AND INSTITUTIONAL ROLES HAVE IMPROVED (NOT AS ANTICIPATED)  MINISTERIAL REGULATIONS ON ESSF APPLICATIONS SHOULD BE ESTABLISHED  E AND S SAFEGUARDS APPLICATIONS HAS SHOWN MARKED IMPROVEMENTS  HARMONIZED PROCEDURES AND GUIDELINES IDENTIFIED FOR EFFECTIVENESS  CHANGES IN KNOWLEDGE ON: SOCIAL CONDITIONS, COMMUNITY ENVIRONMENT, ENVIRONMENTAL SUSTAINABILITY, WORKING PRACTICES HAVE SHOWN CONSIDERABLE ENHANCEMENTS.
