Greening the ENP, Ukraine Implemented by EPL in cooperation with WWF- EPO and Hbf

Objectives of the Project  Enable civil society participation in Ukraine  Promote sustainable development and environmental integration within the ENP process  Foster good governance and project cooperation both between the EU member states and the NC

Main activities  Study tour to Brussels  National assessment of the status of environment and civil society participation in Ukraine  Organization of local round tables with other environmental NGOs  Organization of media event  Network with state bodies, NGOs and media

National Assessment Objectives:  to bring attention of the state authorities in Ukraine and institutions of the European Union to the need to strengthen the environmental protection and public participation issues in the EU-Ukraine Action Plan as well as European Neighborhood Policy ;  provide them with concrete proposals and recommendations to improve the situation.

National Assessment Structure of the National Assessment:  Assessment of the issue (main problems, risks)  Reflection of the issue in the EU – Ukraine Action Plan and its practical implementation  Proposals for improvement of the situation  Case study section

National Assessment Selected issues:  Strategic environmental assessment  The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES)  International Transport Corridors  Access to Environmental Information / Public Participation in Decision-Making in Environmental Matters  Fresh water

National Assessment General Conclusions:  Sustainable development and environmental protection should be the guiding principle and priority of the European Neighborhood Policy and the EU-Ukraine Action Plan, not just one of their elements

National Assessment General Conclusions:  Environmental protection considerations should be integrated into economic and social priorities of the EU-Ukraine Action Plan

National Assessment General Conclusions:  Adoption and implementation of the EU- Ukraine Action Plan should be transparent and provide for public participation opportunities, including for participation in decision-making and monitoring of the implementation of the EU-Ukraine Action Plan
