American Public Power Association APPA offers a publication, “Easy Steps to Energy Efficiency” that discusses successful energy-efficiency programs and strategies that have been used by public power systems. A webinar is also offered on Energy Efficiency Best Practice Programs. These programs have been operating successfully in many parts of the country since the late 1980’s. From the experience of these successful programs, a number of best practice strategies have evolved for treating energy efficiency as a resource and developing and delivering a cost-effective portfolio of programs.

Federal Energy Management Program “FEMP Energy Savings Expert Teams to Help Federal Facilities Immediately Reduce Demand and Consumption” which describes how FEMP is offering Energy Savings Expert Teams (ESET) assessments for federal facilities as part of a broad strategy to reduce natural gas consumption at these sites. “Creating an Energy Awareness Program: A Handbook for Federal Energy Managers” focuses on how to develop a successful energy awareness program. “CHP Potential at Federal Sites” is a market assessment of the potential for CHP applications at federal facilities and the associated costs and benefits including energy and emissions savings. “Distributed Energy Resources at Federal Facilities” discusses technical assistance on using distributed energy resources to help meet increased demand and improve reliability of power generation systems.

Energy Star The “Energy Star Snapshot (2008)” - Through 2007, hundreds of organizations and individuals in the commercial and industrial (C&I) sectors have stepped forward to make unprecedented progress to improve energy efficiency and reduce greenhouse gas emissions across their buildings and facilities. The “Energy Star Snapshot” provides an at-a-glance summary of the key performance indicators behind these impressive results. It provides a look at: – Participation in the national ENERGY STAR Building Challenge – Trends in the energy performance rating of commercial and institutional buildings – State-by-state activity – Industrial sector participation in ENERGY STAR – Trends in the use of ENERGY STAR certification for efficient commercial and industrial facilities

Wisconsin Focus on Energy Energy Management System control upgrades and/or retro-commissioning for offices and schools Large space (gymnasium) occupancy ventilation control for schools Drain water heat recovery for corrections institutions Scheduling of outdoor air and temperature setback/setup (in conjunction with carbon dioxide sensors or other occupancy sensors) Remote computer power management controls for schools and offices High performance T8 or T5 fluorescent lighting in conjunction with occupancy sensors for common areas and restrooms, daylight sensors for perimeter areas and corridors with windows, and light tubes placed in strategic areas.

Virginia Department of Mines, Minerals and Energy Executive Order 48 was issued to improve the energy efficiency in state government facilities. EO-48 directs agencies to reduce energy consumption and costs by 2010.
