Friendly Klodnica

MAIN GOAL TO ACHIEVE CLEAN Klodnica MAIN GOAL TO ACHIEVE CLEAN Klodnica Target – former II surface water quality class, in that: BOD 5 – 8 mg/l; total suspensions – 30 mg/l; chlorides – 300 mg/l; sulfates – 200 mg/l; dissolved substances – 1000 mg/l; total phosphorus – 0,25 mg/l; total nitrogen – 10 mg/l; ammonia nitrogen – 3 mg/l

1. Reduction of pollutant loads from towns and municipalities 2. Reduction of pollutant loads from industrial facilities 3. Elimination of area pollution sources from municipal and industrial areas, not connected to sewerage systems 4. Reduction of salt load discharge from mining water 5. Minimization of the negative impact of mining damages 6. Minimization of the impact of bottom sediments and sediments accumulated in flooded areas SPECIFIC OBJECTIVES

Tasks to be performed to achieve specific objectives

Reduction of pollutant loads from towns and municipalities  Wastewater management in municipalities (constructing new wastewater treatment plants and sewerage network, modernization of the existing facilities): development of municipal plans - if there are not any development of projects and facilitating the implementation of the already existing ones development of applications for financial support for the realization of plans and projects  Monitoring of activities and development of databases (asessment of effectiveness of the on-going and planned municipal projects)  Determination of parameters for simulation of the on-going and planned project outcomes  Control of the effectiveness of particular projects

Reduction of pollutant loads from industrial facilities  Management of wastewater from industrial facilities development of plans - if there are not any development of projects or facilitating the implementation of the existing ones development of applications for funding the implementation of plans and projects  Monitoring of activities and development of databases (assessment of effectiveness of the on-going and planned projects - reduction of industrial pollutants)

Elimination of area pollution sources from municipal and industrial areas, not connected to the sewerage systems Inventory of area pollution sources (unauthorized municipal landfill sites, non-protected industrial landfills, dispersed municipal wastewater sources - scattered old building,etc.) Realization by:  development of plans - if there are not any  development of projects or facilitating the implementation of the existing ones  development of applications for funding the implementation of plans and projects

Reduction of salt load discharge from mining water  Realization of the existing mining projects and programs and, if required - development of the new ones

Minimization of the impact of bottom sediments and sediments accumulated in flooded areas  Identification of handling methods in the case of sediments in the river-bed and its valley, posing threat to the water quality  Development of sediment disposal methods which are friendly to the environment, development of projects  Development of applications for funding the implementation of plans and projects

PROJECT FINANCIAL SOURCES  Upper Silesian Electrical Power Engineering Plant, a joint stock company (Górnośląski Zakład Elektroenergetyczny S.A.) declares financing works connected with the co-ordination of the project by the Institute for Ecology of Industrial Areas in Katowice  EU funds  National Fund for Environmental Protection and Water Management (Narodowy Fundusz Ochrony Środowiska i Gospodarki Wodnej)  Voivodeship Fund for Environmental Protection and Water Management (Wojewódzki Fundusz Ochrony Środowiska i Gospodarki Wodnej)  EcoFund (EKOFUNDUSZ)  Industrial plants

Institutions required for the implementation of the „Friendly Klodnica” project  Regional Board for Water Management (RZGW ) – river administrator - issues permissions for carrying works in the river-bed, recipient of target projects  Silesian Marshal’s Office (Śląski Urząd Marszałkowski) – managing the EU funds  Municipalities – executors of wastewater management projects and elimination of area pollution sources  Mines – executors of own, new and already existing projects  Mining Offices and Coal Company – co-ordinators of activities in mining industry and source of direct knowledge and documents, etc.

TASKS TO BE PERFORMED IN 2005

Tasks required for the implementation of „Friendly Klodnica” project  Identification of main activities and works resulting from Water Framework Directive and relevant regulations  Quantitative and qualitative analysis of economic entities from Klodnica catchment area, bound by the IPPC Directive

Tasks to be performed within specific objectives for 2005  Inviting other economic entities and institutions, the participation of which will be essential, to join the „Friendly Klodnica” project  Preparing an application for financing the task: „Elimination of area pollution sources from municipal and industrial areas, not connected to the sewerage systems in Klodnica catchment area”  „ Determination of parameters for simulation of the on-going and planned project outcomes” Justification: determination of the pollutant absorption capacity of the river is required to control outcomes of the implementation of particular programs, especially municipal ones  „ Determining reduction volume of pollutants discharged in particular river stretches, based on the implemented projects” Justification: activity required to perform the task: „Determination of parameters for simulation of the on-going and planned project outcomes”  „Simulation of river pollution level at particular stages of the on-going projects” Justification: the calculations are necessary for controlling the implementation of projects and making corrections  Identification of tasks for which applications should be prepared Justification: identification of priorities i.e. activities for which applications for funding will be immediately prepared
