Redistricting Issues After each census, the HOR reapportions (re-divides) the 435 seats. Then, state legislatures redistrict (redraws) the lines. Some districts have been gerrymandered (districts are drawn to benefit the party in power). Methods: Packing & Cracking Wessbury v. Saunders (equal size, one person/one vote) and Baker v. Carr (compact and contiguous) limit gerrymandering.
