Authoring Instructional Materials (AIM) Overview 3  AIM is a government-owned & managed system used by Navy Training Learning Centers, Learning Sites and Navy acquisition community commands to design, develop, update, manage, and integrate training content such as the TPP, TCCD, CMS, RRL, Lesson Plan (LP), Trainee Guide (TG), and test items.  AIM works to Implement different Instructional Design Standards the Navy has in place by providing automated conformance to NAVEDTRA standards:  AIM I - Supports NAVEDTRA 131B – Personnel Performance Profile (PPP) based curriculum development  AIM II - Supports NAVEDTRA 130B – Tasked-Based and ILE curriculum development  AIM LO Module - Accepts design output from web-based CPM to produce ILE and ILT content objects and assessment items  A web version of AIM LOM is in development that will combine with CPM to create one integrated web application supporting the entire E2E Content Development process.  Learning Centers access AIM I, II and LO Module through Citrix; an interim step that centralized all AIM LC content from NAWCTSD’s R&D Network (DREN) to central site currently hosted by NETPDTC.  AIM PC-client standalone version is still used by some NETC and non-NETC commands, as well as extensive use by contractors supporting both. Many non-NETC commands using standalone AIM desire to transition to Central site AIM.

Content Planning Module (CPM) 4  Content Planning Module (CPM) of AIM is web-based and CAC-Enabled, linking Navy Job Duty Task Analysis (JDTA) data to Learning Objectives and the Curriculum Outline of Instruction for development/maintenance of ILT and assessment items and for design/maintenance of IMI in the LO Module.  This linkage provides for a direct connection between tasks performed on the job and Learning Objectives taught and assessed in the classroom and via e-learning.  CPM - Supports NAVEDTRA 136 and 137 and 138 – JDTA Based curriculum development.  AIM CPM was deployed in Jul Recent NETC Instructions provided guidance to Learning Centers/Learning Sites and recommendation to acquisition communities to transition their content development process to use CPM and AIM LO Module: NETC INST (10 Aug 12) defining policy: Any new content development within the NETC domain, for revision of 50 percent or greater of existing content, shall be performed using AIM, CPM, and LOM. Learning Centers (LCs) should strive to convert all course material using AIM, CPM, and LOM as workload permits A Job Duty Task Analysis (JDTA) is required to be developed in the CPM for all revisions that add new work to a course (tasks ), new developments, and base-lining of an existing course, regardless of the development tool NETC INST A - (19 Sep 13) defining policy: Any new content development, revision, or maintenance within the NETC domain shall be performed using AIM, CPM, and LOM. Additionally, Learning Centers (LCs) shall convert all course material into AIM, CPM, and LOM no later than 1 October 2016

Learning Object (LO) Module 5  Current version (5.0) is desktop client application  integrated into both AIM I and AIM II  hosted on NETPDTC Citrix Central Site  Imports data from / exports data to web-based CPM  Continuing to evolve functionality based on user community AIM Change Requests (ACRs) as prioritized by FRB and funded by NETC N7  ongoing functional enhancements tasked/funded through FY14

LO Module Webification 7  Long-term plan is to integrate LO Module functions into CPM as a fully web-based application  Phase 1 (approx. 50% of full desktop client LO Module functionality) Funded and accepted by govt in Jan 14  Phase 2 (approx. 20% additional increment of desktop client functionality) Funded - delivery scheduled Nov 14  Phase 3 (100% of desktop client functionality and operational replacement for AIM I/AIM II/ LO Module desktop client) Unfunded - schedule and required funding are TBD based on several factors, including freeze of desktop client enhancements that will need to be incorporated into the Phase 3 version of webified LO Module

8 AIM and CeTARS

AIM and CeTARS Data Exchanges 9  The Course Master Schedule (CMS) provides a detailed sequential period-by-period course structure outlining learning topics for each course of instruction (COI). Two methods are currently in place for input of the CMS into CeTARS:  Manual Input by the Learning Center or Learning Site using user input forms in JCERS  A direct one-way AIM I/II to CeTARS web service  CeTARS maintains the CMS in JCERS at the CIN and CDP levels. AIM I/II maintain the CMS also at the CIN and CDP level within the AIM database.  NETCINST A (18 Feb 2010) identifies CeTARS as the Authoritative Source for course information.  The Resource Requirements List (RRL) is maintained in AIM I/II as part of the TCCD and other training elements identified and required by NAVEDTRA series. Course RRL data is maintained in AIM and can be provided to LC via a PDF file.  LC manually input RRL data, with the exception of Publications, into CeTARS using AIM PDF file.  CNATT used ATEM for RRL minus Pub data. This produced an ERL – Equipment Requirements List.  CNATT ERL is manually downloaded via a flat file from CeTARS and uploaded into AIM for RRL updates.

AIM - CPM Database Topology 12  AIM Database consists of Learning Center specific database folders and a file share resource database for ILT Computer Aided Instruction (CAI) content.  The Learning Object Module (LOM) also uses the AIM database structure  User input for training material, LO, and file sharing is through five (5) load balanced Citrix servers  Total current data density for AIM database is: 385gb with a current capacity of 500gb  With the development of CPM and LO Module web version, all LC database folders will be consolidated into one CPM database.  LC initiated input into CPM. Target completion date of 1 Oct 2016 (NETC INST A)  Existing AIM I and II data elements will be migrated to CPM-LO Module format  Efficacy of conversion testing is currently in-work  As data density in CPM increases, so will the requirement for new web services:  CMS – Change existing AIM I/II Web Service to CPM Web Service  RRL – New Web Service with CeTARS to use the CeTARS equipment inventory  Assessments (Questions) – New Web Service with CeTARS  Assessments (Test Item Analysis) – New Web Service with LAS  Content Outline - New Web Service with LMS

Potential Workgroups 13  Form working groups to determine future web service requirements within ETMF.  CeTARS Web Services:  CMS Working Group: Database differences between CPM and CeTARS indicate a deep dive into the requirements of CeTARS for CPM Course Master Schedule (CMS). As the data density of CPM increases, a milestone will identify the switch from current AIM I/II CMS web service to a new CPM CMS web service.  RRL Working Group: Currently, CNATT has exclusive equipment data sharing with AIM I/II via a downloadable Equipment Resource List (ERL). However, the ERL does not contain all data elements of the RRL: specifically, Publications and IETMS.  Identify RRL data elements required by CeTARS eTEM Module  Define the process for update of RRL through CeTARS and CPM  Determine the RRL authoritative source location  CSM and LAS Assessment: Determine process and structure to use AIM assessment data for Test Item Analysis processes, tools, and structure.  Recognized:  Training Data Originates in AIM and CPM  We need to build Interfaces to capture this data and distribute where needed  Convert AIM to CPM databases structure  Determine context of Data Authority

Summary.15 AIM CPM-LO is progressing in both usage and content. With the recent distribution of NETCINST A to all Learning Centers and Learning Sites, data density within CPM is expected to increase exponentially as the 1 Oct 2016 deadline for course conversion from AIM I/II to CPM-LO is reached. We need to work together to:  Identify Bottlenecks  Monitor quarterly progress by LC/LS  Provide assistance Manual process are still in use by within LC and LS to input equipment inventory, publications, Course Master Schedules (CMS) and other training related activities. Both AIM and CeTARS have recently introduced modules within their applications to assisting users in automating manual processes. Workgroups need to be established between all ETMF partners to:  Identify specific web-services that will be required  Conduct In-depth review of data elements requirements  Determine Level of Effort (LOE), cost, and development schedule for each web-service.
