CWWUC November 12, The Colorado Stormwater Council (Council) is an organization established to represent permitted Municipal Separate Storm Sewer Systems (MS4), both standard and non-standard. The CSC acts as a forum for municipalities and municipal permit holders which; (a) Enables exchange of technical information regarding stormwater regulations and compliance with permits; (b) Serves as a voice for its members when representation at regulatory hearings, legislative commissions, or other meetings is necessary or desired; (c) Educates members; (d) Aids in the development and implementation of stormwater programs at local and regional levels.
