3 What is the idea suggestion system? “Citizen’s idea suggestion system” in Korea was introduced to reform outdated public services and to encourage people’s participation into policy decision making process in Anyone can make an idea suggestion by online, mail or fax, etc. Good idea adopted will be rewarded incentives in the form of public awards, financial compensations, etc. Government should swiftly provide its official reply as to whether suggested ideas will be adopted or not.  These are entitled in detail on a presidential executive order.

6 How can a citizen make a suggestion on public service? How can a citizen make a suggestion on public service? Any person who has a creative idea on public service can make a suggestion to related government agencies. Idea provider can give an idea through visiting, online, fax or mail. An idea suggestion should be consisted of current situation on a public service system, problems, solutions and affirmative effects which an new idea will make.

10 How will a suggestion be handled? When an agency receives an idea from a citizen, civil servants who work in the related area should review it promptly. Next, the agency in charge should provide its official reply within a month as to whether the idea will be adopted. Creative ideas which can contribute to reducing management cost or to improving the efficiency of public service delivery should be given various incentives in the form of awards, prize money, etc.

11 What are incentives? If a good idea is adopted by government agencies, idea provider would be given various incentives such as an award, prize money. 1 st round screening to select good ideas among adopted ideas - agency level screening - awards & prize money (from 200,000 to 4000,000 won, $200-$4,000) 2 nd round screening to select good ideas among recommended by government agencies - national level screening - awards & prize money (from 500,000 to 8,000,000 won, $500-$8,000 )
