SNA: The Italian National School of Administration The National School of Administration has been established in 1957 within the Presidency of Council of Ministers (the Italian equivalent of the Prime Minister’s Office), enjoying autonomous accounting and organisational powers. The School provides post-graduate education for civil servants (officials and executives) through the entire career cycle: from the selective entrance examination of new executives to ongoing education and training for career development and permanent training. 2

SNA OFFICES IN ITALY The SNA headquarters are in Rome Training projects and activities are held in its 5 offices of Rome, Bologna (Emilia-Romagna), Caserta - Royal Palace (Campania), Reggio Calabria (Calabria) and Acireale (Sicily). All the offices have a specialized library, some of them are also Centres of European Documentation. The SNA also manages a Study and Residential Centre next to the Royal Palace in Caserta. The central role of SNA in the new training system Last year a new decree (No. 70/2013) entered into force on the “Re organization of the system of recruitment and training of civil servants and public training schools. Beside SNA, put by the reform at the centre of the system with a coordinating role, the current training Institutes are: The Diplomatic Institute the National School of Economy and Finances the Defence Training Centre the High Statistics and Social and Economical analysis School. 5

Main mission of SNA 1.Compulsory Training of newly appointed executives recruited by the Central Administrations 2.Selection, Training and Recruitment of new executives (Corso - Concorso) for Central Administrations (nearly 50% out of the total vacancies) 3.Selection, Training and Recruitment of new officials for Central Administrations Administrations (nearly 50% out of the total vacancies) 4.Continuous training, for officials and executives of Central and local Administrations. 6

SNA: Institutional tasks Since 2009, the School has a new organization and strategy. Development of strategic partnerships with : 1) Italian stakeholders (Central Administrations, National Agencies, National Authorities, Judiciary’s institutions ); 2) Other national institutions (Regional administrations); 3) International high level institutions 8

SNA: Focus Areas There are several key areas in which the School focuses its training and research strategies: The enforcement/support of recent PA reform; The Budget and Public Finance reform; Public Procurement and Acquisitions; Transparency and integrity – fighting corruption; Innovation and E-government, digitalization of PA; Fiscal Federalism; European Affairs. 9

SNA: International Outlook The international strategy of SNA has been developed through international events (co-organization), partnerships and active participation to networks with 2 goals: a) reinforcing the international vocation of the participants b) supporting the activities of the SNA  international training requirements for Italian civil servants  training provided to foreign civil servants 10

SNA: International Activities Effective partnerships with agencies, schools, colleges or universities, governments, and International Organizations are a vital part for the work of SNA.  International Partnerships: DISPA, IASIA, ERTP, European Commission, Columbia University, British Council, EGPA/IIAS, UNICRI, OECD, World Bank  International Programmes & Projects : Training Courses for Afghan Diplomats, The Bellevue Scholarship Programme, Chinese Institutions, Albania, Myanmar  Bi-Lateral relations and MOUs with governments and other Administrative Institutions across the world 11

SNA: The MENA-OECD Governance Programme Training Centre The venue of the MENA OECD International Training Centre is the Royal Palace of Caserta, designated as the historical headquarters of the SSPA/SNA. With the establishment of the Center, the OECD and the SNA commit to promote knowledge dissemination and good administrative practices from OECD and MENA Countries. The Centre functions as a hub not only for high quality international training but also for policy dialogue, network building and study visits. 12

SNA: The MENA-OECD Governance Programme Training Centre Mission: supporting the public administrations of the Arab countries, developing training courses, exchanging and comparing experiences. From the methodological point of view, the task of the international Centre is to develop both traditional courses as well as lectures based on technology advanced distance learning methodologies in order to appropriately customize standard training products and to meet the specific needs of beneficiary countries. 13

SNA: The MENA-OECD Governance Programme Training Centre Objective: Within the broader objectives of the MENA-OECD Governance Programme, the Training Centre aims at pursuing the broadest dissemination of knowledge sharing through innovative and cost efficient means, disseminating best administrative practices, exchanging and comparing experiences across the world and supporting the national reform plans. The Training Centre is also part of the Action Plan on Open Governance and Anticorruption of the Deauville Partnership for Arab Countries in Transition (Governance Pillar). 14

SNA & specific training initiatives: National School on Addictions The National School on Addiction is a National Project for continuing training and lifelong learning to support training in evidence-based addictions. It is the result of an agreement between the SNA and the Department for Anti-drug Policies of the Presidency of the Council of Ministers. The School aims to contribute at: the creation and development of a national, multidisciplinary scientific community in the field of addictions, equipped with tools and information that can enable international collaboration for the sharing of best practices; the transmission of scientific knowledge and technical expertise related to the functioning of national and regional system of prevention, treatment and rehabilitation of drug abusers; the dissemination of knowledge of law enforcement related to the international traffic. 15
