 Three levels:  Respect  not violate the rights included in the treaty  Protect  not permit that others violate those rights  Promote  take positive action (legislative, administrative, budgetary, etc.) to achieve the full exercise of the rights STATE OBLIGATIONS

Universal system has a variety of oversight procedures to support and monitor the compliance of human rights obligations UNIVERSAL SYSTEM International mechanisms and procedures are always a last resort and will not substitute national ones Human rights must always be resolved at the national level.

UN Special Rapporteur on Trafficking in Persons, Especially Women and Children, Joy Ngozi Ezeilo  receive information continuously  recognized experts  capacity to take immediate action  independent  informal and less structured  less public SPECIAL RAPPORTEURS
