Alert, Lockdown,  nform, Counter, Evacuate Comprehensive Preparedness for a Violent Intruder Event Utilizing Infrastructure, Technology, and Human Action to Increase Survival Chances

Post-1999, Schools needed a procedure Columbine Law Enforcement focus was on its own response Are Education/Health/Business Professionals equipped to construct the response to an …. Active Violent Threat? Is a Violent Intruder an educational or criminal event? What do many police officers suggest to their own kids in response to an attack?

LOCKDOWN in Action

For the Police/Admin… Command One word can initiate procedure Control Know where everyone is located Convenience Easily administered and followed Keep you in for SAFETY! For the Shooter/Terrorist… Command Mere exhibition of intent forces command change Control Procedure requires everyone to remain Convenience Minimal action achieves most difficult objective (containment of large, complicated structures) Keep you in to HURTYOU!

Active shooter incident begins Active shooter incident begins Initiate emergency action plan Initiate emergency action plan Lockdown/Secure in place Lockdown/Secure in place Wait for police arrival Wait for police arrival

Does not account for all contingencies What if you are in the danger area when the shooting starts? Limited responses decreases SURVIVABILITY!

1. Fight 2. Flight 3. Freeze Which response does LOCKDOWN most closely resemble?  Is just one of these always the best and only option?

Room 210 No Class Offices Room Present Killed – 10 Wounded -2 Room 204 – 19 Present Killed – 2 Wounded - 3 Room 200 No Class Room 211 – 19 Present Killed – 12 Wounded - 6 Room 207 – 13 Present Killed – 5 Wounded - 6 Room 205 – 12 Present Killed – 0 Wounded – 0 Hallway – Killed 1 Data from Chapter 8, Virginia Governor’s Report on Virginia Tech. JUMPED BARRICADED AFTER 1 ST TIME BARRICADED STAYED DOWN

Turn A.L. into A.L. .C.E. Alert Lockdown  nform Counter, and/or Evacuate

Information is the key to good decisions Provide as much initial intel as possible to as many people as possible No more Code Words

We support LOCKDOWN as a tool Excellent Starting Point What is the first level of protection? Should already be “locked-in”! How can we better secure the classroom?

Continuation of the ALERT Provide Real-Time Information – HOW? Allows for Good Decision-Making

Teach skills that interrupt the physical and mental act of shooting accurately. Teach skills that will allow the targets to benefit from unknown tactical advantages!

Age and Grade appropriate techniques Students will learn to engage in acts that will require very high skill level: Noise Movement Distance Distractions SWARM Interfere with ability to easily acquire targets and shoot accurately?

Provide occupants with the ability and authority to evacuate Removes as many potential targets as possible Removes need for family/friends to come to scene Establish Rally Points

“ Before anything else, preparation is the key to success.” Alexander Graham Bell “Experience is something you get right after you need it.” Anonymous It is our goal to give your children the necessary tools to help them SURVIVE.
