11 Goodwin Dam w Maintained and operated by Tri-Dam. w Maximum diversion rate of 908 CFS for OID. w 12-hour flow travel time to Van Lier, 6 hours to Rodden. w New PG&E agreement penalizes impacts to power generation, encourages improved OID scheduling of diversions.

15 Other Critical Issues for Main Canals Little John’s Creek Rodden Reservoir Ops Van Lier Reservoir Ops Canal bank and channel maintenance. Remote sites, manual gates, and minor services detract from DSO’s focus on Main Canal operation. Poor water level and flow measurement at main lateral turnouts.

16 Main Canal Regulating Reservoirs Rodden Reservoir Van Lier Reservoir w Two Main Canal regulating reservoirs– Rodden and Van Lier. w Used for daily operations flow management, short- term mismatch in supply/demand. w Can provide supplemental peaking supply for 1-2 days maximum. w No formal operating strategy/guidelines

17 Rodden Reservoir (North Main) w Earthen dam 90 years old, concrete crest 75 years old. w Potential 150 to 200 ac-ft of operational storage. w Division of Dam Safety restriction on water level cuts useful storage by about 50% w 6-hour flow change time from Goodwin Dam, 3 hours downstream to Cometa- Burnett. w Travel time to main laterals and restriction on storage level reduce benefits for daily operations. w Risk of major repair/replacement costs should be assessed.

18 Van Lier Reservoir (South Main) w New facility, 270 ac-ft gross storage. w 12-hour flow travel from Goodwin Dam. w Location/size can provide effective daily flow regulation to four primary head gates within 1 mile downstream. w No significant improvements required w Revised operating approach will be developed in coordination with downstream headgate improvements.

19 Distribution System w Approximately 300 miles of distribution laterals w 100 miles of pipelines, 200 miles of open ditch w 50 miles of pipeline installed in 1980s w Most ditches are unlined

20 Distribution System Conditions w Most piping is low head cast-in-place (CIPP) built from 1950’s to 1980’s. w Replaced open ditches to reduce maintenance costs, improve safety, reduce conveyance loss. w CIPP is near or past its useful service life, increasing maintenance and replacement cost. w Open ditches have severe bank erosion/collapse, progressive widening, poor hydraulics. w Access for O&M activity is restricted along majority of system. w Livestock damage on unfenced areas

21 Flow Control and Measurement w Most structures manually operated. w Key structures in poor condition. w Water level control and flow measurement at key junctions is not effective. w Most structures do not meet modern irrigation system standards. w Some division boundaries don’t align well with distribution system layout, key operating points. w Customer service and conveyance efficiency impacted.

22 SCADA System w SCADA needed for remote monitoring and/or control to improve customer service and O&M w Existing system has minimal capability for size and operational complexity of system w Eight OID sites monitored (vs over 80 at MID) w Tri-Dam Joint Diversion and Goodwin Dam w Future expansion can support automation of main flow control sites, improving conveyance efficiency and reducing O&M costs.

23 Reclamation and Drainage w 8 Drain Pumps, 35 Reclamation Pumps, 90 miles of main drains. w Manually operated pumps, used by DSOs to meet local peak demands. w Some pumps improperly sized. w 5 percent of supply from Reclamation Pumps

24 Groundwater Wells w 29 irrigation deep wells. w Single speed, electric motor, manually operated. w Most wells are 30 to 60 years old. w Well hydraulics may no longer efficiently match pumping conditions. w Used by DSOs to meet local peak demands and limited drought protection w 2 percent of annual supply from wells

25 Customer Turnouts w Variable types, most are standard Waterman-type canal gates. w Sizing/capacity is not standardized. w Marginal flow measurement conditions reduce accuracy, control of customer supply.

26 OID Response to Infrastructure Needs w Two full-time engineering staff, construction management staff. w CADD mapping, structures inventory. w Condor investigations, emergency repair projects on Main Canal and tunnels. w Various flow control/measurement structure improvements. w Developing draft Capital Improvements, programming schedules, and budgets.

27 ‘Must Do’ Projects – Necessary to Restore a 100 Year Old System w Repair severely degraded and substandard facilities w Fix critical conveyance links at high risk of failure w Address capacity constrictions and control structures that significantly hinder operations and reduce customer service w Composed of in-process Condor work, OID projects list, and CH2M HILL assessment
