B/ Current Polices & Sytstems 1. Road Policy  Vietnam Prime Minister has approved Vietnam Road System until 2020, which mainly focus on expressway plan as below:  1. Expressway from North to South of Vietnam with total length of km: - South-North Expressway in the East from Hanoi to Can Tho with length of 1,941 km, 4-8 lanes. - South-North Expressway in the West from Ho Chi Minh to Kien Giang with length of 1,321 km, 4-6 lanes.

Hanoi Ringroad Expressway in the North with total length of km - Lạng Sơn – Bắc Giang – Bắc Ninh, length 130 km, 4 – 6 lanes. - Hà Nội – Hải Phòng, 105 km, 4 – 6 lanes. - Thành phố Hà Nội – Việt Trì – Lào Cai, 264 km, quy mô 4 -6 làn xe. 4 – 6 lanes. - Nội Bài – Hạ Long – Móng Cái, 294 km, 4 – 6 lanes. - Hà Nội – Thái Nguyên – Chợ Mới (Bắc Kạn), 90 km, 4 – 6 lanes. - Láng – Hòa Lạc – Hòa Bình, 56 km, 4 – 6 lanes. - Ninh Bình – Hải Phòng – Quảng Ninh, 160 km, 4 lanes.

Budget Plan  Budget need for investment of road transport system  a) Required fund for construction of road system to the year 2020  - For national highway: US$ 800 millions.  - Hồ Chí Minh Road: US$ 300 millions.  - Inland Expressway US$ 17.5 billions  - Coastal Road US$ 17.5 billions  - Provincial road US$ 60 billions  - Urban road for Hanoi and Ho Chi Minh city US$ 13.5 billions  - Rural Road: US$ 4 billions.  b) Maintenance fund to year 2020  - National roads: US$ 2.6 billions.  - Expressway: US$ 0.4 billions.

Project Management Unit 2 (PMU2) was established by the MOT in 1993; The divisions assist the General Director of PMU2 in managing various projects. 2. OUTSTANDING PROJECTS IN VIETNAM  My Thuan Bridge Project  First Cable Stayed Bridge in Vietnam.  Total Cost: 114 mil. USD.  Funded by Australia (66%) and Vietnam (34%).  Construction period: 1997 –  Total length: 1,535m; 4 lanes; Width: 23.6m.  Main bridge length: 650m; Main span: 350m.

OUTSTANDING PROJECTS IN VIETNAM  Hai Van Tunnel Project  First and Longest Tunnel in Vietnam.  Total Cost: 127,9 mil. USD.  Funded by Japan (80%) and Vietnam (20%).  Construction period: 2000 –  Total length: m ; 4 lanes; Width: 10m.

OUTSTANDING PROJECTS IN VIETNAM  Bai Chay Bridge Project  First Cable Stayed 1 Layer Bridge in Vietnam.  Total Cost: 90 mil. USD.  Funded by Japan (75%) and Vietnam (25%).  Construction period: 2003 –  Total length: 1,053m; 4 lanes; Width: 23.4m.  Main span: 453m (Longest in the World).

 Ho Chi Minh – Trung Luong Expressway Project (stage I):  State Budget.  Total Cost: 500 mil. USD  Total length: 62km; 4 lanes.  40 km expressway (including 16km viaduct).  22km connecting road.  Construction period: 2005 – OUTSTANDING PROJECTS IN VIETNAM

 Can Tho Bridge Project:  Longest Cable Stayed Bridge in South-East Asia.  Total Cost: mil. USD.  Funded by JICA.  Construction period: 2004 –  Total length: 15,750m; 4 lanes; width: 23.1m.  Main bridge length: 2,750m; Main span: 550m.
