THE STATEWIDE HOUSING Referral NETWORK Key Function is to Assure that Certain Defined Special Needs Housing Populations are referred for affordable housing opportunities with the availability of person centered supportive services SRN is established by an Intergovernmental Agreement between IHDA, The Office of the Governor, the Department of Human Services, the Department of Health Care and Family Services and the Department on Aging

Role of STATE Participants in The SRN IHDA: Unit Production and Rent Subsidies for persons with disabilities, persons who are homeless or at risk of homelessness Office of the Governor: Staffs the SRN under the Direction of the Statewide Housing Coordinator for Long Term Reform and the Regional Director for Long Term Care Reform for the City of Chicago and Cook County DHS:Provides services for eligible participants through Division on Mental Health, Division of Substance Abuse Services; Division on Developmental Disabilities; Division of Rehabilitation Services; allocates staff to serve as Lead Referral Agents to accept referrals from Service Providers and refer them to Properties HFS: Provides Home and Community Based Waiver Services and Managed Care opportunities for participants Aging: Provides services to elders through Community Care Units

History of SRN SRN created to link units produced by IHDA Under LIHTC Targeting Program to provide community integrated Permanent Supportive Housing opportunities to persons with disabilities, or who are homeless or at risk of homelessness Since 2008 689 units have been created or funded under the Targeting Program Average targeted project has 13% units set aside for the targeted populations Illinois Housing Development Authority

Potential Future Activities SRN will be utilized to make referrals to properties that receive Long Term Operating Support from IHDA SRN will be utilized to make referrals of eligible households under Section 811 if HUD awards Section 811 assistance to Illinois SRN will be utilized to refer Olmstead class members to Public Housing housing assistance made available under any Remedial Preferences adopted by PHA’s in response to HUD’s authorization and encouragement for PHA’s to adopt such preferences

IHDA LIHTC TARGETING PROGRAM Voluntary Incentive to encourage developer participation in providing PSH Typically developers set aside between 10%-20% of LIHTC units for persons with disabilities, or who are homeless or at risk of homelessness with rents 30%AMI or below Approximately 175 targeted units per year Illinois divided into five geographic regions, each with a Lead Referral Agent that connects service providers and their clients with targeted units

Role of Lead Referral Agent in LIHTC Targeting Program Maintain database of Service Providers in their Region that serve disabled or homeless persons Upon notification of commencement of marketing by the Owner or its agent of a Property to convene a call between the LRA, Service Providers and the Owner or its Agent to make the Service Provider community aware of the availability of the Targeted units and to allow the Owner or its agent to provide key information to Service Providers so that appropriate referrals can be made; Receives referrals for Targeted Units from Service Providers, determine program eligibility and refer qualified persons/households to the Owner or its agent for application processing; Serves as the Owner/Agent’s Point of Contact for questions the Owner or Agent may have about the Program, to assist if issues arise and to maintain a line of communication with the Owner/agent and to receive written reports from Owner/Agents on activity under the Targeted Program

Role of SERVICE PROVIDERS under Targeting Program Refer eligible persons for housing opportunities to State Lead Referral Agents; When requested by eligible household Service Provider assists household in the housing application process When requested by eligible household Service Provider provides ongoing person centered supports to the eligible household When authorized by the household Service Provider acts as a point of contact for the Property Owner or agent if an issue arises in the tenancy of the household that could be resolved with the assistance of the Service Provider

ROLE OF Owners and their AGENTS UNDER IHDA LIHTC TARGETING PROGRAM To list their property with ilhousingsearch.org To accept referrals from the LRA and invite referrals to make applications for housing; To process applications consistent with the approved Tenant Selection for the Property; To maintain a tracking log of activity taken on all referrals To notify the applicant and the LRA of any denials and the basis of the denial and to provide the applicant with access to any background information used in the admissions process so that the applicant can appeal the denial or request a reasonable accommodation on the basis of their disability

Role of Owner/Agent To make reasonable accommodations, where justified, for persons with disabilities under the terms of the Fair Housing Act of 1968 To submit to the LRA in writing evidence of the Certificate of Occupancy for the Property; To hold SRN units available for 90 days after issuance of the Certificate of Occupancy for the Property unless the SRN units are filled with eligible referrals prior to that time; To notify the LRA in writing of turnover of any Targeted units and to hold open turnover units for a thirty day period to accept and process referrals for turnover units
