29 Jul 2005 UNCLASSIFIED UNITY OF EFFORT – TEAMWORK - COOPERATION TEMPEST EXPRESS # 8 AFTER ACTION REVIEW (AAR)

Rules of Engagement for AAR No more than 10 minutes per group Questions can be asked at anytime; discussion on points for clarity are encouraged Focus on “Sustain” (good points, build upon them) and “Improve” (areas recommended for refinement and improvement)

Sequence of AAR Presentators FOPS CPG CCC UN / IOs / NGOs MNF SOP Resulting Actions Commander, CTF Closing Comments – CDR Weidie

MNF SOP After Action Review (AAR) 29 July 05 C3 FOPS

Sustain The platform for developing a cadre of planners. C3/FOps as it provides the forum to discuss contingency planning.

Improve Present lessons learnt from TE-7. Specify objectives for C3/FOPS. More direction to begin EX and planning experts assigned to C3 for guidance during EX. Relate briefs to real situations/experience. CONOPS vs contingency planning.

Comments / Recommendations Pre-arrival on-line registration failure. RFI format on MPAT webpage. More social events for open discussions.

MNF SOP After Action Review (AAR) 29 July 05 C5 CPG

Overall CPG Points Summary –Guiding principals of MPAT must emphasize recognition, mitigation, and/or leverage of national characteristics –Complexity of the SOP reduces it’s utility

Sustain The CCC is currently the only truly multinational component of TE 08. Actively seek out and leverage national characteristics of multinational operations. –Recognize limitations of multinational operations. –find and apply mitigation in all aspects of SOP

Improve SOP too prescriptive/elaborate to allow flexibility Academics –Relate to development of the SOP –Exercise staff with groups for guidance throughout the TE in order to focus the groups on the SOP by phases –Reinforce use of MNSOP steps throughout the exercise –Focus groups to develop specific areas of the SOP during each TE Exercise scenario is too complex –Use an ongoing operation scenario across TE exercises –Invitation to nations to focus input based on operational focus (IO,LOG, Air, Land, Naval OPS)

Comments / Recommendations More CPG’s –To mitigate language/doctrine barriers and to allow more pure professional input/development SOP modification/amendments –Develop common glossary of terms and acronyms –Early promulgation at onset of Ex. W/ Targeted handouts, Aide Me moiré –Exercise summary and templates of desired products C5 Plans COA development –Outcome of COA development may reduce cohesion or constrain involvement of some nations Ensure balance of partners across all groups/functions of the staff Better synchronization of groups –Develop exercise goals by exercise phase –Develop battle rhythm in line with the SOP Method of definition of COG and Lines of Operation –Not well documented in SOP –Articulate a mutli-national definition of COG, DE, and DP CCC only truly multinational aspect –Be careful not to underestimate limitations and advantages of multinational operations –Not discovering the enhancements and weaknesses each force brings to the coalition operation,

MNF SOP After Action Review (AAR) 29 July 05 CTF CCC

Sustain Presentations by the UN, NGOs and IOs were good and informative Involvement and interaction with NGOs, POs, PVOs and donor organization to continue in MPAT The CCC functions should continue to be included in the exercise Talks on academic subjects were good and should continue Lessons Learnt (LL) presentations on Unified Assistance was beneficial and affected countries should make similar presentation in order to bring out their perspectives. Host organization was excellent

Improve Future conferences members to form more than one composite syndicate of C3FOPS/C5/CCC. CCC was sidelined towards end of conference and considered less regarded Short country presentation during ice breaker Keep presentations short Clear guidelines and framework to guide group discussion Include civilian police in future MPAT Include visits to organizations responsible for early warning for tsunami, typhoons/cyclones, etc.. Academic subjects should be done in one setting only. However, there should a break to maintain attentiveness. Invitations to MPAT events to be sent 2 months earlier to afford country preparations. Venue and accommodation be co-located. Social function be conducted at start of conference to allow delegates from each country to introduce themselves in an informal setting. Presentation on LL for recent UN operations should be organized.

Comments / Recommendations Keep weekend free to invest in the local economy Organize sightseeing visits to places of interest Billeting facilities to include internet and cooking arrangements. Participants advised on bringing personal laptops.

MNF SOP After Action Review (AAR) 29 July 05 UN / IOs / NGOs

Sustain Participation of diverse cross section of international humanitarian community. Realism of scenario (ie using real city names and maps) Focus on appropriate operational-level civil-military coordination

Improve Humanitarian briefings to focus more on operational planning aspects and their interaction with military. Enhance interactive senior civilian/political guidance to MNF/CTF Real world case studies on civil-military coordination (ie what worked, what didn’t work from both civ/mil perspectives)

Other Group Comments / Recommendations Information on what topographic maps/scales are available should be listed in scenario documents Prepare a map of UN agency residence/work locations (office, workshops, etc). Similar to IDP camp location map. Prepare a map of UN and NGO operational and strategic asset locations. Regional offices, warehouses, and logistics hubs.

MNF SOP After Action Review (AAR) 29 July 05 MNF SOP RESULTING ACTIONS

# 1: Multinational Coordination Start Points Refined / Reviewed Action: Consider integration of “Coordination Hub” Concept with CCC and CMOC; address non- coalition coordination aspects #2: HA/DR Annex Refinement Action: Integrate in RFA/RFI process / forms and additional lessons learned Tsunami Threat / Add in HA-DR Operational Questions Matrix / Needs Assessment Template for CTF HQs to assist in coordination with IOs / NGOs for “crisis response periods” (early on crisis situations) #3: Transition Part D – JTF to CTF to UN PKO (working draft) Action: Further refine with input gained in briefings and input submit to UN DPKO, US Peacekeeping and Stability Ops Center, and MajGen (Retd) Smith (former Dep Cdr UNTAET after INTERFET) #4: Pre-Deployment MPAT Actions and Coordination Template Action: Singapore lead with MPAT Secretariat; possible “Mini MNF SOP Conf”. #5: Summarized Operational MNF SOP - Hip Pocket Size – Very Concise and To The Point (Critical Points for Planning / Execution). Action: Being developed over coming 2 years; planned size to fit into cargo pocket of battle uniforms / waterproof #6: MNF SOP (Large Version) – rewritten and reformatted to reduce size and increase flexibility in use (stress “start points” in Annexes for all sections – kept such summaries to one page – tie to Summarized Op MNF SOP (#5) Action: Being developed over coming 3 years; goal is reduce size “page wise” by 50 % / reduce redundancy (Note: All of the above will be addressed “formally” in the upcoming MNF SOP Workshop 15 to 19 Aug 2005)
