1.Introduction of the Programme CZ Programme Operator: Ministry of Finance of the Czech Republic (MoF CZ) -Programme Partner: Ministry of Health of the Czech Republic (MoH CZ) -Allocation: EUR ( CZK) -Global target: „Improving population health and reducing inequalities in access to the health care“ -Programme area 27 – Public Health Initiative -Objective of the area of support “Improved public health and reduced inequalities”

2. Why are we here: -Programme Operator (MoF) x Programme Partner (MoH) -Partnership agreement states tasks, responsibilities and detailed budget
Programme Operator – Ministry of Finance -Submitted the Programme CZ11 to FMO -Reports to FMO and NIPH -Asks FMO for approving changes of the Programme CZ11 -Approves Calls drafts (together with FMO and NIPH) -Approves Guidelines and Manuals drafts -After the Evaluation Committee performs verification of the entire selection process and provides final approval -Releases grant agreements (at non MoH budgetary organizations) -Checks and approves the projects monitoring reports -Implements Bilateral Fund B -Based on the Payment Requests provides money to Programme partner of implement the Programme
Programme Partner – Ministry of Health -Wrote the Programme -Responsible for the „Health“ content of the Programme -Creates and announces calls -Accepts project proposals -Performs formalities and legibility check -Ensures the quality evaluation -Organizes the Evaluation Committees -At individual projects submitted by the MoH budgetary organizations, releases Grant Agreement, provides financing to them and approves public tenders -At SGS sub-projects acts as the Operator of SGS -Reports to MoF, elaborates Monitoring Report of Programme -Implements Bilateral Fund A
3. Programme CZ11 Into More Detail and Its Implementation 1.Activity I. – Psychiatric care Global goal: quality enhancement and modernization of psychiatric care procedures Specific goal: development and the implementation of the comprehensive rehabilitation system in the psychiatric care facility
1.Activity I. – Psychiatric care – Implementation structure 1.1 Predefined project (PDP1) The creation of the comprehensive rehabilitation system for the mentally ill and its implementation in the Inpatient Facilities -G rant EUR ( EUR) -Project promoter: Mental Hospital Bohnice + partners -Goal: to create the comprehensive rehabilitation system to be implemented in psychiatric care facilities to help better treat and work with patients, evaluate their state, decide about treatment procedures, prevent from disease relapse -Project is being implemented, grant Agreement is being released -Kick-off meeting -Norwegian project partner visit in Prague

February 2015 MoF monitors the projects implementation and provide financing (depending on legal entity)
1.Activity I. – Psychiatric care – Implementation structure 1.3 Small Grant Scheme 1 (SGS 1) - Announced: 15 October 2014, ended: 30 December Allocation: EUR -Min/max grant amount: – / EUR -Activity will be fulfilled through following sub-activities: de-institutionalisation of mentally ill patients, support to patients and their families de-stigmatisation of the mentally ill and of psychiatry in general -Paper submission -MoH operates the SGS -Seminars for applicants in Prague (30 October 2014) and Olomouc (7 November 2014)

Activity II. – Healthcare for children – Implementation structure 2.1 Predefined project 2 (PDP2) Support of the activities of the National Coordinating Centre (NCC) for the Prevention of Injuries, Violence and Child Safety on the workplace of applicants and project partners -Grant EUR ( EUR) -Project promoter: Motol Faculty Hospital -Project supports the activities of NCC which ensures the systematic solution of child injuries and violence against children including prevention activities by concentrating activities (that are fragmented nowadays) into one national Centre with three cooperating partners -Project is being implemented, grant Agreement is being released

Activity II. – Healthcare for children – Implementation structure 2.1 Predefined project 3 (PDP3) National Coordinating Centre (NCCRD) for rare Diseases at the Motol University Hospitals -Allocation: EUR ( EUR) -Project promoter: Motol Faculty Hospital -Project supports the activities of NCCRD – preparation of RD diagnostics and care conception, raising awareness (general public and experts), development of information portals, secondary prevention in families with RD, extension of biobank, famacoeconomic studies -Project is being implemented, grant Agreement is being released

Activity II. – Healthcare for children – Implementation structure 2.2 Open Call for Individual Projects - Announced: 12 June 2014, ended: 29 August Allocation: EUR -Activity will be fulfilled through following sub-activities: II.a Prevention of child injuries II.b Prevention of illness after-effects and health problems in childhood -Min/max grant amount: EUR/ EUR -Adjustment of premises 10 % of the eligible costs -Only electronic submission -Received 14 projects proposal -Requested grant in total: ,89 EUR -Evaluation Committee - 20 November All project proposals were approved to be supported -Total amount of supported project is EUR

3.Bilateral fund – measure A - Announced: 3 April 2014, ended: 30 December Allocation: EUR -Operated by MoH -For searching partners prior the project submission -Min/max grant amount: 2 016/6 050 EUR -Received 10 proposals for partnership inititatives - 8 initiatives are being implemented ( EUR) -Contact Seminar – 23 April organizations from Norway
4.Implementation challenges and issues 1.Division of the tasks/duties between MoF and MoH at the beginning of Norway Grants – 2 bodies – cause the lengthening and delay of every procedure (announcing calls, releasing grant agreements) Lesson learned: One PO responsible for the whole implementation due to time reasons 2.Role of the Norwegian Programme Partner – how much the Partner can interfere, what are Partner´s duties Lesson learned: Clear specification of the Partner´s duties
4.Implementation challenges and issues 3.Blue Book Different requirements on the Programmes focus stated in the Blue Book and later on when approving the Programme by Norwegian Partner and FMO. Lesson learned: better and clear specification of Programmes focus right at the beginning
4.Outlook for the future -One Programme Operator with full responsibilites for the whole Programme -Clearly specified Norwegian Partner´s role and duties -Clearly specified the areas of support by Norway Grants Areas of support – Czech priority areas -Care for senior, dying citizens, palliative care, long-term ill -Focus on health care more then prevention
