3 What’s Driving the Change in the RCRA Program The future of RCRA is materials management – Mandated RCRA program implementation regulations are in place – Regulatory program is now focusing on “fine tuning” more than creating extensive new requirements – States are authorized to run RCRA Programs – Shift in resources possible to lifecycle materials management for resource conservation

6 Resource Conservation Challenge The Resource Conservation Challenge is a major national effort to find flexible, yet more protective ways to conserve our valuable natural resources through waste reduction and energy recovery.

VIII A. Implementation Instructions Sec. VIII A. Implementation Instructions – “No later than January 24, 2008, each agency…shall develop written goals and support actions to identify and reduce the release and use of toxic and hazardous chemicals and materials…” – “Existing environmental hazard lists such as priority chemicals identified by EPA’s Resource Conservation Challenge.”

At a minimum, each agency shall strive to meet the national 35 percent recycling goal established by EPA.”

Each agency and its facilities shall choose either to become a partner in the Federal Electronics Challenge (FEC), or to implement an equivalent electronics stewardship program…”

16 EO 13423— Beneficial Use of Industrial Materials Sec. 2 (f) of EO Sec. 2 (f) of EO – “ensure that (i) new construction and major renovation of agency buildings comply with the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings…(ii) 15 percent of the existing Federal capital asset building inventory of the agency as of the end of fiscal year 2015 incorporates the sustainable practices in the Guiding Principles.” Sec. X A Implementation Instructions – “…each agency shall locate, design, construct, maintain, and operate its buildings and facilities in a resource- efficient, sustainable, and economically viable manner, consistent with its mission.”
