Federal Aviation Administration IT Management How Evolving Technology is Driving Change Presented to: PMIWDC/Fairview Park By: Beth Ward Date: October 22, 2014

Federal Aviation Administration Baseball Management The official rules of baseball have changed almost every year since 1845 Base Runners:  1858: The base runner is no longer required to touch each base in order.  1864: Each base runner must touch each base in making the circuit. 2

Federal Aviation Administration Play Ball! : The pitcher is no longer allowed to take a step during his delivery and he had to pitch with both feet on the ground at the same time. 1867: Pitcher is now permitted to move around. 1879: The pitcher had to face a batsman before pitching to him. 1884: All restrictions on the delivery of a pitcher were removed.

Federal Aviation Administration IT Management Rules Capital Planning and Investment Control (CPIC) requirements were established in the Clinger- Cohen Act of 1996 Required more structured oversight for large software development programs 4

Federal Aviation Administration Technology Keeps Evolving ’s 2000’s 1980’s

Federal Aviation Administration Modernizing CPIC Evolving nature of IT now drives a portfolio approach  What information does an agency CIO need to manage his/her portfolio?  What services do customers require? CPIC process must address entire portfolio  Everything from legacy systems to Bring-Your-Own- Device to the “Internet of Things” 6

Federal Aviation Administration Update the CPIC discipline to reflect the evolving nature of IT  Move away from large capital assets and towards IT as a service  Focus on the data itself rather than how it is provided/managed  Provide appropriate level of oversight for each investment  Support effort to eliminate duplication in commodity IT and mission systems IT  Provide governance bodies and processes with more meaningful, actionable data 7 Moving Forward

Federal Aviation Administration The End of Capital Assets? Agency IT no longer consists of only large capital assets Select – Control – Evaluate has to apply to:  Wireless / Mobile computing  Shared / Multi-Agency services  Other procured / provisioned services 8

Federal Aviation Administration Mission, Mission, Mission Direct line between every IT investment and agency strategic goals Address the data itself, rather than just how it is provided/managed  Enterprise Information Management  Service Orientation 9

Federal Aviation Administration Eliminate Duplication CPIC must support efforts to eliminate duplication in commodity IT and infrastructure Use Enterprise Architecture as primary driver of every investment Manage commodity IT across the entire portfolio “Search and Destroy” shadow infrastructure that’s embedded in mission systems 10

Federal Aviation Administration Portfolio Performance A complete inventory is vital Collect data that provides meaningful, actionable data about the entire portfolio Develop the right metrics  Planning vs. DME vs. Operations  Mission Systems vs. Infrastructure vs. Services Leverage data analytics Conduct rigorous risk management 11

Federal Aviation Administration What’s Next? Improve cost reporting  Standardize reporting requirements, including life cycle definition and funding cycle  Business Function vs. Project vs. Program vs. Investment vs. Asset vs. Component vs. System Identify all infrastructure  Include infrastructure embedded in mission systems Standardize metrics  Stronger ties from IT directly to strategic goals and mission success 12

Federal Aviation Administration In late 2013, the Federal CIO Council chartered a Community of Practice (COP) around Capital Planning and Investment Control (CPIC)  Executive Sponsor is Richard McKinney, CIO, Department of Transportation  Co-Chairs are Beth Ward, Department of Transportation, and Francis O’Hearn, Treasury Department Our goal is to strengthen the CPIC community by:  Establishing communications and collaboration forums  Identifying, assessing, and publishing best practices (CIOpedia)  Providing training/workshops to the CPIC community  Working to move the discipline forward 13 Community of Practice

Federal Aviation Administration Steering committee  Meet monthly/bimonthly as needed  Coordinate with CIOC and OMB E-Gov  Establish working groups to address discrete tasks Reviewers/Working Groups  Participate in task-specific working groups  Review materials and provide input  Submit/Review potential best practices COP Operating Model 14 Entire CPIC Community Reviewers Work Groups Reviewers Work Groups Steering Committee Federal CIO CIO Council Executive Co-Sponsors OMB E-Gov

Federal Aviation Administration Improve IT cost reporting and collection Improve accounting/reporting for all Infrastructure costs Standardize metrics used to analyze and benchmark IT operational and procurement data Reach out to additional related communities  Government  Industry  Academia  Non-Governmental Organizations /Advocacy Groups 15 Beyond BY2016
