Public Spending on Services At least $98 million public dollars is spent on services in Bayview Hunters Point and Visitacion Valley. Most of that money goes to: Public Benefits like CalWORKS and Food stamps Community Organizations for childcare vouchers, etc. Youth development and employment training *SOURCE: Mayor’s Office of Communities of Opportunities/Bridgespan Analysis
The Challenge: Focusing Fund Resources Every Community Building Area is important. Fund not big enough to fix everything. Are there places to focus resources that can create a chain reaction of change?
Task 1: Needs Assessments Review and synthesize prior needs assessments and community plans to identify community needs Task 2: Services & Provider Census Conduct a census of services and providers; match needs to available services Purpose: To help identify priorities for Shipyard Legacy Fund investments Consultant Assignment:

Methods for Task 1:Needs Assessments We Read 52 documents that described conditions or proposed action to improve conditions in the BVHP Area. Wrote a summary of the document. Put this information in a computerized database.
Methods for Task 1:Needs Assessments For each document we decided What community building area(s) it addressed Who produced it and why How authors decided what community needed If the authors put needs in any order How the community was consulted (or not)
Methods for Task 2: Services & Providers Census We found 238 organizations operating 428 programs. We verified what community-building area and sub-area they serve. We verified their location of services. We produced a database of all of them for the CAC.
Selection of Initial Priorities We selected six initial priority areas that: Were discussed in detail in several reports; Had evidence that the need was not being addressed Were identified through community process Were mentioned frequently in our interviews with community members.
