Shipyard Legacy Fund Report Findings on Community Needs and Services and Initial Recommendations for Investment Priorities Prepared by: Urban Strategies Council

Reminder: What’s the CAC’s Task? The CAC will recommend to the Redevelopment Commission: 1.Investment Priorities (That’s Today’s Topic) 2.An initial investment strategy (“roadmap”) and 3.Type of organization that manages the fund (“QPE=Quasi-Public Entity”)

“Over $1 billion in economic development investments will significantly impact the (BVHP AND Visitacion Valley) neighborhoods in the next few years.”* SOURCE: Mayor’s Office of Communities of Opportunity Pilot Phase Business Plan Executive Summary The Neighborhood Context

Public Spending on Services At least $98 million public dollars is spent on services in Bayview Hunters Point and Visitacion Valley. Most of that money goes to:  Public Benefits like CalWORKS and Food stamps  Community Organizations for childcare vouchers, etc.  Youth development and employment training *SOURCE: Mayor’s Office of Communities of Opportunities/Bridgespan Analysis

The Challenge: Focusing Fund Resources  Every Community Building Area is important.  Fund not big enough to fix everything.  Are there places to focus resources that can create a chain reaction of change?

Task 1: Needs Assessments Review and synthesize prior needs assessments and community plans to identify community needs Task 2: Services & Provider Census Conduct a census of services and providers; match needs to available services Purpose: To help identify priorities for Shipyard Legacy Fund investments Consultant Assignment:

Community Building Areas 1.Housing 2.Economic Development 3.Health Care 4.Environmental Safety & Enhancement 5.Education 6.Employment 7.Youth Development 8.Arts, Culture, and Recreation 9.Community Safety and Justice 10.Social Services 11.Transportation 12.Elder Services 13.Financial & Asset Development

Methods for Task 1:Needs Assessments We Read 52 documents that described conditions or proposed action to improve conditions in the BVHP Area. Wrote a summary of the document. Put this information in a computerized database.

Methods for Task 1:Needs Assessments For each document we decided  What community building area(s) it addressed  Who produced it and why  How authors decided what community needed  If the authors put needs in any order  How the community was consulted (or not)

Methods for Task 2: Services & Providers Census We found 238 organizations operating 428 programs. We verified what community-building area and sub-area they serve. We verified their location of services. We produced a database of all of them for the CAC.

Selection of Initial Priorities We selected six initial priority areas that:  Were discussed in detail in several reports;  Had evidence that the need was not being addressed  Were identified through community process Were mentioned frequently in our interviews with community members.

Urban Strategies’ Recommendations on Initial Investment Priorities In no particular order, the six community- building areas selected through this process are: Economic Development Employment Housing Youth Development Community Safety and Justice Elder Services

CAC Informal Poll on Initial Investment Priorities from June 1 st Special Session (In Order) 1.Economic Development 2.Youth Development 3.Arts Culture and Recreation 4.Education 5.Financial & Asset Development 6.Employment

Community Priorities That is What Today Is About 1. ? 2. ? 3. ? 4. ? 5. ? 6. ?
