NWAC Meeting – Boise, ID July 24, 2013 Calvin Terada EPA Region 10

 Due to salary shortfalls in FY13, the ER and Removal Program is reduced 0.5 FTE of an FOSC position. Current total is 14.5 FTE FOSC.  No Planner positions were affected in FY13.  No changes to ER response readiness is expected at this time.  CERCLA, OPA, and HS contract funding nearly equal to FY12 levels  New Superfund Technical Assessment and Response Team (START) contract awarded to Ecology & Environment

 Idaho:  TTX with Yellowstone PPL and P66 being planned for September 2013  Kick-off mtg scheduled with new owner of Chevron PPL (Tesoro) in August  Oregon:  Meeting with Oregon Fire Marshal on hazmat capacity building  Washington:  Marine Terrorism Response Planning around Puget Sound  Tribes:  Working on developing mechanisms for coordinating and consulting with tribes  Canada:  Discussions with Environment Canada being held to plan meeting to discuss CANUSWEST plan

 February thru July 2013  Hanford Underground Release, WA (RCRA)  Repsol Q6 High Pressure Hose Rupture, AK (Oil Spill)  Thomason Chemical, ID (CERCLA orphan radiological source removal)  Pocatello Combustible Gas, ID (CERCLA soil gas investigation)

 East Renton Drum Site, WA (CERCLA abandoned containers)Derelict Vessel Response, WA (Oil Spill)  UPRR La Grande Derailment, OR (Oil Spill and CERCLA)  Money Creek Campground Chemical Odor, WA (CERCLA)  Salmon River Fuel Tank, ID (Oil Spill)

 45 drums found on unoccupied residential property, many leaking with unknown content. Many other smaller containers and debris.  Issues:  Coordination of criminal and civil site investigation and response needs.  Hazard categorization and hazardous waste determination of many unknown containers.

 EPA responded at the request of Pocatello Fire Department and the State of Idaho to conduct additional air monitoring;  EPA worked in unified command with Pocatello Fire and IDEQ to determine source  Owner installed intrinsically safe air ventilation system  No source identified at this time.

 27 cars derailed, including 2 hazmat tank cars (benzene and sodium hydroxide) and 4 refrigerated cars (350 gals each diesel).  Issues:  CERCLA and OPA components – sodium hydroxide slowly leaking from valve, and over 1,000 gals diesel lost – adjacent wetland.  Coordination of oil spill cleanup with clearing/rebuilding track.

 Mudslide washed a 500 gal fuel tank into Salmon River northwest of Salmon, ID. Tank reportedly contained 250 gals unleaded gasoline.  Issues:  Safety – accessing tank and recovering tank without discharging remaining fuel.  Emergency ESA consultation with NMFS for Chinook Salmon.
