1.4.2 Poverty Alleviation Project Planning 3 Project Identification, Formulation, Prelim Design Identification of possible projects from established sources of ideas Project formulation: identification of key factors vital to project Preliminary design: business plan containing details of project manager and implementation agency; project description; project capital estimate (labor,materials, training,etc.), time and funding plans, cash flow, maintenance and recurrent expenditure; commitment ot labor intensive technology if feasible, conformity with guidelines on community participation, environment, employment policy, and capacity building.
