Certifying the Performance Plan. Supervisor Certification using Access Override. Supervisor Certification using Refusal Override. Table of Contents NextBack This section of the tutorial covers all steps necessary for certifying a Performance Plan using the Performance Management System. Click the Next button 

First, let’s define what “certifying a performance plan” actually means: Certification simply means that you will be applying your “electronic” signature to the performance plan. It means that you’ve reviewed the information entered on the performance plan and are ready to sign it. Anytime you or your supervisor certifies a performance plan an notification will be sent to the other party. If you or your supervisor do not have an address, notification may come from your agency’s HR office. NextBack Certifying the Performance Plan Click the Next button 

Because you have access to Self Service, you have already been identified as having authority to certify your performance plans and reviews. This authority is unique to you and can only be used when you access self service with your login and password. This means that you should protect your Self Service login and password from unauthorized users. If you suspect that someone has access to your logon and password, go to the MI HR Gateway at: to request a new one. Now let’s certify a performance plan. Once you have gone through this checklist you are ready to certify the performance plan. NextBack Certifying the Performance Plan Before certifying your Performance Plan, you should have already completed the following steps:  Reviewed the Competencies area for completeness.  Reviewed the Objectives/Factors area for completeness.  Added & Reviewed any Progress Review/Comments for completeness.  Completed your one-on-one discussion with your supervisor.  Supervisor has made any necessary changes to the finalized plan and has electronically certified. Click the Next button 

To certify your performance plan, click the white box under the employee heading in the Certification area. NextBack Certifying the Performance Plan Click the Next button  A warning box appears confirming that your are ready to certify this performance plan.

The date of certification will appear in red and the Plan Menu becomes the Review Menu. Click OK to certify the Performance Plan. NextBack Certifying the Performance Plan Click the Next button 

NextBack Your supervisor will receive notification that you have certified your performance plan. The performance plan process is now complete. Certifying the Performance Plan Click the Next button 

There may be an instance where you may be unable to review and certify your performance plan:  You do not have access to a computer.  You do not have access to the internet/intranet. In these cases your supervisor can certify a performance plan on your behalf using the Access Override feature. This applies your supervisor’s electronic signature on your behalf to your performance plan. NextBack Certifying the Performance Plan When this feature is used, the employee and supervisor are required to sign a printed copy of the performance plan. Click the Next button 

The Access Override feature shows under the Certification area of the Plan Menu screen. NextBack Certifying the Performance Plan Click the Next button  Only your supervisor can use the Access Override feature.

When your supervisor uses Access Override, the certification date shows in red and the Plan Menu changes to the Review Menu. NextBack Certifying the Performance Plan Click the Next button 

You can access an uncertified review from the Certify/Finalize a Review button on the Performance Management Main Menu screen. NextBack Certifying the Performance Plan Click the Next button 

Remember, the plan must be printed and signed by both you and your supervisor for the process to be complete. NextBack Certifying the Performance Plan Click the Next button 

There may be an instance where you wish to refuse to certify your performance plan:  You do not agree with the performance plan. If you still wish to refuse to certify the plan, the supervisor can certify a performance plan on your behalf by using the Refusal Override feature. By certifying the plan using the Refusal Override feature, the supervisor is electronically signing the plan indicating that the employee has refused to certify it themselves. Whenever possible you should attempt to resolve the disagreement and certify the plan yourself. You can add comments to the plan stating your reasons for disagreement in the Progress/Review Comments area on the Plan Menu screen. Your supervisor cannot make any changes to your comments entered on that screen. NextBack Certifying the Performance Plan Click the Next button 

The Refusal Override feature shows under the Certification area of the Plan Menu screen. NextBack Certifying the Performance Plan Click the Next button  Only your supervisor can use the Refusal Override feature.

NextBack Certifying the Performance Plan Click the Next button  When your supervisor uses Refusal Override, the certification date shows in red and the Plan Menu changes to the Review Menu.

NextBack Certifying the Performance Plan Click the Next button  An notification is automatically generated to both you and your HR Office when the Refusal Override option has been used.

There may be instances where a correction or change needs to be made to a performance plan that has already been certified by both you and your supervisor:  The supervisor has a change to the performance plan.  The employee has requested a change to the performance plan. De-certification can only be accomplished by the supervisor. When a plan is decertified the certification process will need to be repeated by both the supervisor and the employee for the process to be complete. When the supervisor de-certifies the plan, all previous certification dates will be removed and the certification process must be repeated. NextBack De-Certifying the Performance Plan Click the Next button 

You will receive an notification each time your plan is certified or de-certified by your supervisor. NextBack De-Certifying the Performance Plan Click the Next button 

NextBack De-Certifying the Performance Plan You will receive notifications anytime your supervisor uses the Refusal Override feature as well. Click the Next button 
