Presentation Overview Welcome and Introductions CCTA Enhancements (Year 2A, 2B, and 3) Q & A Livingston County Promotes CCTA web-submittal Biometric Devices & CCTA Monroe County – Managing and Monitoring the Child Care Block Grant Our focus today is related to the enhancements made to CCTA since it was deployed to 57 districts in just 9 months. As you know, it was our plan to enhance the system in year 2, and therefore we are here to present to you the plan for our Year 2 enhancements and to get your input on Year 3 enhancements to CCTA.

Child Care Subsidy Program Overview Child Care Subsidies to Districts – OCFS allocated $738 M in SFY 2012-13 FFY 2011, over 246,000 children received child care subsidies of these: 34% were cared for in DCC or registered SACC 27% were cared for in FDC or GFDC 39% were cared for in legally-exempt settings

Child Care Time and Attendance (CCTA) Goals Improve the timeliness and accuracy of payments to child care providers Decrease the administrative burden on local districts and child care providers Increase fiscal accountability, including fraud prevention Increasing the number of parents that check their children in and out using CCTA RHONDA

CCTA Key Components CCTA is parent-driven CCTA Design: Parent checks child in and out using a password Bill for services is automatically calculated Provider electronically submits the bill to SSD SSD authorizes payment and electronically exports payment to the BICS payment system CCTA helps identify Red Flags RHONDA

4/21/2017 Status of CCTA Today Calculating approximately $20M a month in payments ($231M annually) for approximately 21,000 families/35,000 children/8,000 child care providers 42 districts are using CCTA for over 75% of their children 1st phase of enhancements deployed on June 15, 2012 2nd phase of enhancements – Fall 2012 RHONDA

Year 2A: Little Known Features Number 5 Payment Shortcuts Allows payment staff to use the numeric keypad for attendance entry without the need to use the mouse The Attendance grid now supports the following keyboard shortcuts. (-) The minus or dash key works like the Tab key. Pressing it allows you to tab through the data fields. (+) The plus key places the cursor in the first time-in text box of the following day. (/) The slash or divide key works like the A key (for AM) in all time in and out textboxes. (*) The asterisk or multiply key works like the P key (for PM) in all time in and out textboxes. ROB

Year 2A: Little Known Features Number 1 Recertification Report For a date range, finds all cases where the recertification date falls within that range Can be printed for all case workers or selected case workers Can be printed as one list for supervisors, or with page breaks for individual workers ROB

Livingston County Promotes CCTA Web-Submittal Providers are informed that bills that are submitted through the web are processed faster Encourage family day care providers and group family day care providers to contact the union to obtain a grant to purchase a computer Anytime the worker has contact with a provider they encourage them to use web-submittal George Macomber: Livingston County pays it’s providers weekly based on weekly submissions of timesheets. With a web-submittal provider, they have until 8:00 am on a Tuesday to submit last week’s timesheet and a check will be sent out on that Thursday for that timesheet. If you are not a web-submittal provider, your timesheets that are sent in for last week’s time is not received in the agency until Monday or Tuesday of the next week and aren’t sent out until the Thursday of the next week. **Refer to calendar hand-out that I will bring with me.   FACTS: Livingston County continues to push for use of the web submittal process because we are able to process all of our web-submittals weekly on Tuesdays starting at 1:00 am and uploading to CCTA by 3:45 (about 125 timesheets). Where with our non-web submittal providers, we have to process their timesheets starting on Thursday and it takes hours on Fridays, Mondays and Tuesday morning to process about 75-100 because we have to enter times/present etc and read their timesheets. Livingston County sends out reminder letters to non-web submittal providers encouraging them to be web submittal providers and still refers people to CSEA for computers. Every contact that we have with a non-web submittal provider (usually about a payment that we figured based on their timesheet that they submitted), we encourage the ease and use of the web submittal process. ****I also am going to remind people to continue to call the CCTA help desk and let them know of any issues that you are having with the system. They have been very helpful with setting up a “ticket” of the issue and responding back to you of the status of that “ticket” or stating that this has been added to future enhancements to the system. We all need to continue to call with any issues because if it is happening in your county, it probably is happening in another county and this is how they assess the priority of problems.
