Great Lakes Commission Update on ANS Activities (December 2008-May 2009) Kathe Glassner-Shwayder Senior Project Manager Great Lakes Commission

Great Lakes Commission Update Project Work  Planning grant to advance our understanding of how ANS are introduced and spread through the trade of live organisms (OIT)  Collaborative project on microbe monitoring program to detect microbes primarily VHS and other pathogens (Northeast Midwest, Cornell University and Great Lakes Commission)

Great Lakes Commission Update Staff support for operation of the Great Lakes Panel and Committees Advocacy on AIS issues through involvement in  Great Lakes Day (Feb. 2009)  National AIS Screening Fly-In (May 2009) in support of H.R. 669: Nonnative Wildlife Invasion Prevention Act  Great Lakes Restoration Initiative for Restoration and Economic Recovery

Planning Grant: Building a Framework to Advance AIS Management of OIT into the Great Lakes Region Planning Grant: Led by the Great Lakes Commission Goal: To help reduce the risks of aquatic invasions through the OIT vector  Identify new management, information technology and policy tools  Extend existing efforts Project Participants  Industry  NGOs  Agency Experts Funder: Great Lakes Protection Fund Timeframe: January – December 2008

Live Organisms In Trade: A Priority Vector for Great Lakes Aquatic Invasions Live Organisms in Trade (OIT) Aquarium Bait Horticulture / Water Garden Food Fish Aquaculture Others VECTOR PATHWAYS

Planning Grant Building a Framework to Advance AIS Management of OIT into the Great Lakes Region Results from project activities  Characterize OIT problems  Assess progress in addressing each OIT pathway  Scope out viable solutions to OIT problems through the development of project proposals Enhance the capacity of the region to reduce the invasion risks of organisms in trade based on a cooperative effort between the public and private sector

Planning Grant Building a Framework to Advance AIS Management of OIT into the Great Lakes Region Outcomes: OIT project ideas upon which the Great Lakes Commission would like to pursue in collaboration with other entities  Risk Assessment for Potential Aquatic Invaders  Internet Monitoring for the Sale of Aquatic Invasive Species  Advancing Efforts to Reduce Risks for Aquatic Invasion in Private and Public Aquaculture Further details on OIT project available on project website:

Commission Staff Support for the Great Lakes Panel Spring Meeting: Grand Island New York, June 25-26, 2009  Agenda Topics: Coordination of Great Lakes Ballast Water Programs (e.g., Treatment Permit Requirements & U.S. Clean Water Act Sec. 401 Certification Conditions) New York State’s AIS Program Project update on microbe monitoring program

Commission Staff Support for the Great Lakes Panel GLP Committee Support  Information/Education Committee Continued distribution of the Great Lakes Aquatic Invasions booklet Working on distributing the committee priorities to funding agencies Continued development of the GLP Wiki ( el+on+Aquatic+Nuisance+Species+Wiki ) el+on+Aquatic+Nuisance+Species+Wiki

Commission Staff Support for the Great Lakes Panel GLP Committee Support  Research Coordination Committee Completed work on a regional prohibited invasive species list Continued work on refining priority species list and associated criteria for listing and de-listing Updating committee priorities document

Commission Staff Support for the Great Lakes Panel GLP Committee Support  Policy Coordination Committee (PCC) ANSTF recommendations  Resubmission of ballast water recommendation requesting the ANSTF to assist the new Administration and Congress to expedite enactment of an effective ballast water program that will provide for ballast water regulations on a national scale.  Submission of funding recommendation requesting the ANSTF to explore ways to increase funding for the regional ANS Panels and for state ANS Management Plans Process of drafting of the PCC Priorities Document has been initiated

Great Lakes Commission Advocacy  Great Lakes Day (Feb. 2009): Lobbied for Comprehensive legislation to address all vectors of AIS introduction and spread Increased funding for AIS prevention and response programs at federal, regional and state levels (e.g., Regional ANS Panels and State Management Plans) Federal solution to ballast water management and discharge standards

Great Lakes Commission Advocacy  National AIS Screening Fly-In H.R. 669: Nonnative Wildlife Invasion Prevention Act:  Introduced by Chairwoman Bordallo on Jan. 26, 2009 under the House Subcommittee on Insular Affairs, Oceans and Wildlife.  Legislation provides a proactive, scientifically based approach to pre-import screening to prevent the introduction and spread of high risk nonnative wildlife species into the United States given their potential to disrupt the economy, the environment, human health or native wildlife.

Great Lakes Commission Advocacy  Hearing on H.R. 669 conducted April 23, 2009 with testimony provided by:  Gary Frazer Assistant Director for Fisheries and Habitat Conservation Gary Frazer United States Fish and Wildlife Service, US Department of the Interior  David Lodge, Ph.D. Director, Center for Aquatic Conservation Professor, Dept. of Biological Sciences, University of Notre Dame David Lodge, Ph.D.  Simon C. Nemtzov, Ph.D Wildlife Ecologist and Scientific Authority for the CITES Convention Israel Nature and Parks Authority Simon C. Nemtzov, Ph.D  Lawrence M. Riley Division Coordinator Wildlife Management Division Arizona Game and Fish Department Lawrence M. Riley  William R. "Bill" Martin President Blue Ridge Aquaculture, Inc. William R. "Bill" Martin  Marshall Meyers CEO and General Counsel Pet Industry Joint Advisory Council Marshall Meyers

Great Lakes Commission Advocacy  Advocacy message to Congressional representatives and Senators requesting their support for H.R. 669: Our lakes, rivers, forests and native organisms are threatened every day by the global movement of invasive species that spread disease, alter ecosystems, and cause serious economic harm to industries and communities. Your support for H.R. 669 is critical to establish the authority needed by the U.S. Fish and Wildlife Service to apply a science based risk assessment tool to prevent the importation of the most harmful wildlife species.

Great Lakes Restoration Initiative for Restoration and Economic Recovery President has announced in his FY10 budget the details of a $475 million Great Lakes initiative to address some of the most urgent threats to the Great Lakes  $60 million to prevent or remove aquatic invasive species  $146 million to clean up toxic substances and Area of Concerns  $97 million to improve near shore health and pollution prevention  $105 for habitat and wildlife protection and restoration  $65 million to evaluate and monitor programs

Great Lakes Restoration Initiative for Restoration and Economic Recovery AIS Program Description  Prevention: Ballast water sampling and treatment systems Live organisms in trade and the conduct risk assessments for Great Lakes basin Canals and waterways identification to prevent spread of AIS between Great Lakes and Mississippi River basin

Great Lakes Restoration Initiative for Restoration and Economic Recovery AIS Program Description  Early detection and control Coordinated monitoring surveys to detect new invaders in Great Lakes with high probability of invasion Development of control methods Support for implementation of SMPs for each Great Lakes states Establishment of new weed control in Great Lakes states in coordination with federal and state agencies Improve sea lamprey control through use of pheremones and barriers

Great Lakes Restoration Initiative for Restoration and Economic Recovery AIS Program Description  Working with User Groups Outreach on prevention through recreational uses such as hunting, fishing, and recreational boating Emergency response exercises Enhancement of public online database, e.g., GLANSIS, by adding information on ecosystem impacts on Great Lakes invaders and potential invaders Demonstrate technologies to prevent the spread of the VHS pathogen and other organisms threatening National Park Service Waters
