Introduction Deputy Chief Constable North Yorkshire Police, UK Chair of ACPO Roads Policing Operations Forum and ACPO Roads Policing Enforcement Technology Group (UK) TISPOL Executive and Council Member TISPOL Past President (2008)

Summary of Presentation Policing the Roads in the United Kingdom Origins of Traffic Police in UK Where we are at present ? What does the future look like ? How this effects Transport Security in Europe

Safe and Secure !?

Origins of Traffic Police in the UK

Traffic Police Activities of Old Transporting people and mail from A – B ! Directing Traffic and Point Duty Dealing with collisions Reacting to events such as stolen vehicles Issuing tickets !! And more tickets !!

So What Changed ? 1990’s National Intelligence Model (NIM) All UK Policing became intelligence led. Traffic Policing had to retain much and take on more Renewed role as Roads Policing Eyes and ears of UK Policing More proactive rather than reactive

Advent of Technology 1999 – Project Spectrum – EU Funded. Automatic Number Plate Recognition (ANPR)introduced into UK Policing. A crime fighting tool with traffic process offshoot Increase effectiveness of officers at least ten fold.

Advent of Technology ANPR used as a fixed or mobile tool Increase in enforcement technology helps to reduce the reliance on Roads Policing to enforce through officer intervention Increase in CCTV network Technology must enhance human intervention, not replace it

Case Study – Pc Sharon Beshenivsky Murder Bradford City Centre, West Yorkshire November 2005 Organised Crime Group from London travel 200 miles by road to commit robbery at Universal Express premises Origins of gang in Somalia Sharon, who was 38, responded to a call from the premises and was fatally shot Colleague also shot but survived

Case Study – Pc Sharon Beshenivsky Murder As the killers used cars, the CCTV and ANPR footage was crucial ANPR footage was used to map the movement of convoy of cars Tapes of CCTV and ANPR footage filled a corridor in Bradford Police Station Roads Policing in Action to maximum effect

So, Where is UK Roads Policing Now? Freight Crime Cargo Crime costs UK £500m a year 1604 thefts of LGV’s in thefts from LGV’s in 2009 Organised Crime Groups use the supply chain for trafficking drugs and people Partnership approach essential

What Does the Future Look Like ? National Review Underway to look at future of RP Regional Approach – collaborative work between forces Central Motorway Policing Group (Midlands) Integrated Motorway Patrol Group (M25 London Area) Regional Roads Policing Group (Yorkshire’s & Humber)

Future

Something old – Something new

Transport Security in Europe Joint approach to policing the roads network Opportunities exist for offending against; - Theft of Cargo Theft of Fuel Theft of Vehicles Damage to the infrastructure. Offenders will Use the Network to Offend by; - Trading Arms Trafficking People Committing Terrorist Acts Drugs Trafficking

Transport Security in Europe Roads Policing IS Transport Security Roads Policing is Road Safety Plus ! Road Safety is number one priority of TISPOL Use all knowledge available to law enforcement agencies Balanced approach to policing the roads network

Transport Security in Europe As the EU grows, criminal organisations are ; - Exploiting increased freedom due to reduced / removed border controls Extending movements on the roads network into Eastern Europe from South America and Africa due to increased security at Airports Seeing no difference in offending by theft or robbery, the same criminal groups being involved.

Finally...Transport Security????

Conclusions Roads Policing has a significant role to play in Transport Security Cannot do everything alone Need joined up approach Must work in conjunction with other agencies Knowledge must be shared effectively
