Thailand Information and Communication Technology (ICT) Policy Framework ( ) or ICT 2020 According to the educational strategy no. 2 by Ministry of Education. George Siemens and Stephen Downes developed a theory called connectivism defined as “A learning theory for the digital age”. The current study found the lack of comprehension in lessons among students at schools. Thus, this learning system was invented to assist students to learn more effectively in classrooms. 2.1) Problem Definition RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand The study identified that some students lack of listening comprehension in classrooms and then could not successfully complete their assignments. Thus, the knowledge review system based on connectivism on cloud computing was designed to help them understand more of subjects and substances.

Study the typical learning process to find out necessities for the system design by observing classrooms, studying related papers, and interviewing experts/specialists on review system based on connectivism on cloud computing. The collected data was analyzed and conclusively synthesized into seven (7) steps on developing the system as the following chart.

2.3) Design RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand In this process, the system was redesigned to facilitate its problem solving function and to meet the needs of users. The database was enabled to effectively and efficiently store and recover information. Then, displays were designed for both input and output screen followed by report format, functioning design, and defining user functions.

2.4) Development The application program was then tested to ensure an accurate function. Select suitable software to work with the seven (7) steps which were previously designed. Developing scope In this stage, procedure, and agreements were identified. Points of knowledge review were assigned by an instructor to suit learners.

Gathering or reviewing information and connecting knowledge from different sources. In this stage, knowledge and information could be gathered from a person plus from those external sources of information on the internet through application as well some input from exchanging opinions on the system. Summary of findings 1 This step explained how to answer the findings of the knowledge review system as designed. The findings were invisible by other learners. (Answers with reliable references)

2.4) Development RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand Step 4. Distributing all findings This stage showed how each of every learner distributed knowledge or information they had studied to others. Findings were invisible to all and they were able to exchange knowledge and opinions. Those with lack of information could enhance their knowledge from sharing information among peers.

2.4) Development RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand Step 5. Analyzing, synthesizing, and exchanging opinions This step was conducted to analyze and synthesize the findings for their accuracy and reliable references. Find out common contents of studied information to answer the points of knowledge review information through exchanging and sharing opinions.

2.4) Development RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand Step 6. Summary of findings 2 This step explained how to answer the findings of the knowledge review system as designed. The opinions of learners were summarized after the analyzing and synthesizing of knowledge was completed.

2.4) Development RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand Step 7. Presenting body of knowledge This step explained the presentation of body of knowledge in through knowledge review academic paper. The academic paper was adjusted to suit the system design and learners.

2.5) Testing RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand This process required testing and rectification of the system in order to prove the system worked properly as per designed. The system was tested by five (5) specialists specializing in developing knowledge review system based on connectivism on cloud computing. The evaluation results pointed out as follows. 2.6) Implementation RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand In this process, the knowledge review system will be implemented in undergraduates of semester 1/2014 after being properly examined and evaluated by the specialists.

2.7) Maintenance RESEARCH PROCEDURES Division of Information and Communication Technology for Education, Faculty of Technical Education, King Mongkut's University of Technology North Bangkok, Bangkok, Thailand In this process, by keeping in contact with the service provider of cloud computing system, the application program will be maintained properly in order to function most efficiently over its operating lifetime.

It is only a part of the whole system. The knowledge review system based on connectivism on cloud computing will be further developed accordingly for a more efficient use of learners.
