HANDS Pakistan Presentation on Disaster Management

HANDS Introduction HANDS was founded by Prof.A.G.Billoo (Sitara-e-Imtiaz) in 1979.HANDS has evolved in 34 years as one of the largest Non-Profit Organization of the country with integrated development model. HANDS has a network of 30 offices across the country and has access to more than 16.2 million population nearly 20,274 villages/ settlement in 34 districts of Pakistan. HANDS strength is 18 volunteers Board Members, more than 1502 full time staff and nearly one million community based volunteers of 5205 medium and small size organizations. HANDS Pakistan is registered under Societies Act, is certified by Pakistan Center of Philanthropy (PCP) and Tax exempted by Income Tax Department Government of Pakistan. HANDS has qualified the Institutional Management Program (IMCP) of USAID of management standards. HANDS is accredited with European Union. HANDS also possess membership with Humanitarian Accountability Partnership (HAP). HANDS International recently established its office in London, United Kingdom. HANDS international –UK is registered as Non-Profit Organization in Companies Act 2006 of England and Wales.

Introduction of HANDS Disaster Management Program Disaster management aims to reduce, or avoid the potential losses from hazards, assure prompt and appropriate assistance to victims of Disaster, and achieve rapid and effective recovery. Appropriate actions at all points lead to greater preparedness, better warnings, reduced vulnerability or the prevention of Disasters. The complete disaster Management cycle includes the shaping of public policies and plans that either modify the causes of Disasters or mitigate their effects on people, property and infrastructure.

HANDS History of Emergency Response in Disasters Punjab Flood Emergency Response September 2014 Emergency response was initiated within 24 hours in District Muzzafar Garh, Multan, Mandi Bahauddin, Jhang, Chiniot, Hafizabad, Sialkot & Rajanpur more than Drought in Tharparkar in March 2014: Drought in Tharparkar March 2014 Relief Packages provided to 6000 Families in 2 Months and relief services are still continue Nutrition support (April to June 2014): (6 to 59 months) children total cured (MAM & SAM) 1480 Nutrition support (July to Sep 2014): (6 to 59 months)children total cured (MAM & SAM) 5502. Earthquake in Awaran Balochistan in October 2013: Emergency response was initiated within 8 hours & comprehensive relief package was provided in hard conditions and conflicted areas within two months to 10,000 families.

HANDS History of Emergency Response in Disasters Rain Emergency 2012 in Northern Sindh, South Punjab & Balochistan: Emergency response was initiated within 6 hours. Distribution of emergency relief package was provided to 27000 families within 2 months. Rain Emergency 2011 in Southern Districts of Sindh: Emergency response was initiated within 8 hours in 8 districts. 29000 families were reached within 2 moths Flood Emergency 2010: Emergency response was initiated within 4 hours in northern Sindh & 36,000 families were reached within 1 month Kashmir Earthquake 2005 Emergency response was initiated within 24 hours at Batgram more than 1000 patients / clients were treated. Badin Cyclone 2002 HANDS emergency response was initiated within 6 hours at Badin and more than 700 patients / clients were treated.

HANDS Emergency Response Management : All emergency response activities of HANDS are implemented with vertical approach in the light of existing organizational management systems .On the recommendation of GM Disaster Management Program, CE HANDS declares the emergency within the organization and core team is established under the supervision of GM Disaster Management Program who is directly responsible for implementation process whereas other organizational support functions are extended by Program General Managers (GMs) of Infrastructure Development & WASH, Information Communication Resource & Advocacy Health Promotion, Human Resource & Institutional Development, Education and Literacy, Gender And Development, Livelihood Enhancement, Resource Mobilization, Social Marketing, Finance and Operations, Monitoring Evaluation & Research. The other organization programs provide technical support in ensuring quality control throughout the rescue early recovery and rehabilitation phases of the process.

HANDS Disaster Management Centers (DRMCs) : HANDS has established Eight Disaster Risk Management Centers in Two Provinces i.e. Sindh and Punjab, including districts are Thatta, Sukkur, Jacobabad, Kashmore, Mirpurkhas, Hyderabad, Umerkot, Sanghar, Matiari, Muzzafar Garh and two more DRMCs at Ghotki and Provincial DRMCs at Karachi for Sindh and in Quetta for Balochistan are in process .

Distribution of Livelihood trades to disaster affected families 56 Agri inputs included Non Genetically Modified (NGM) seeds, fertilizers, pesticides Agri kits (tools used in cultivation/agriculture). Overall 19,828 were benefited . 60 bullock carts Goats 2186 40 small poultry hatcheries 73 donkey carts 60 horse carts 30 Qingqi rickshaws 5044 beneficiaries were provided poultry package and poultry feed. 210 Tool kits were also distributed to CSGs, Carpenter kits to 129 people 110 mason kits 100 other miscellaneous tool kits. Embroidery/stiching machines were provided to 465 people Accessories of rilli making were provided to 407 people in different villages. Livestock and fodder was provided to 170 people. 855 villagers were supported through micro enterprise development including 415 shops.
