Quarterly Report: FY 2010 (Q1 and Q2) Salary Adjustments Presented To Faculty Senate by Nasser Daneshvary, Chair, Faculty Senate Fiscal Affairs Committee January 26, 2010

Committee’s Charge: Review all salary adjustments reported to you by the vice President for Finance and Business. Report to the Senate at each of its regularly scheduled meetings, by unit, the number of adjustments, the size of those adjustments in dollars, and the date that each adjustment was initiated and when it took effect. Your committee is encouraged to discuss salary data and request any additional information, including justifications, it may deem to be appropriate.

Process: Vice President for Finance and Business, Gerry Bomotti, provided a quarterly (two quarters) list of all base salary adjustments since July 1, The FA Committee met on January 22 and finalized the following summary report: To be reported to the Senate- ALL SALARY ADJUSTMENTS c.xlsTo be reported to the Senate- ALL SALARY ADJUSTMENTS c.xls

Overall: Five academic faculty (teaching and/or research). 35 nonteaching/nonresearch reasons. Average increase $10, of these adjustments were made during the first quarter of FY 2010 (July-August- September).

In the second quarter there were 2 adjustments – one was due to job change (in October) and one for immigration visa purpose (in December). The declining trend may reflect the statement made by the president, sometime in December, that there will not be base salary adjustments aside from very exceptional retention reasons. The committee is requesting additional information regarding the reasons for most of these past adjustments -- For example, the committee does not find statements such as “provost/presidential approval” or promotion to senior level” very informative.

Observations & Recommendations The issue of internal and external appointments and salary adjustments can be reasonably considered as an important element of shared governance. The committee commends the administration and the Faculty Senate for implementing this process of quarterly report to the FS by the Fiscal Affairs Committee. The committee suggests that the president implement a process of obtaining input from the Fiscal Affairs Committee before any adjustments are awarded or permission to fill a vacant position is authorized. President Smatresk offered such process during a Faculty Senate meeting in the last couple months.

Furthermore, the committee suggests that the committee's charge be amended to: 1.Investigate how salary adjustments are made in different areas of operation, i.e., academic affairs, students affairs, OIT, etc. 2.Identify areas of similarity and of difference. 3.Recommend an adjustment process that is to be implemented campus-wide, with appropriate caveats.
