SUSTAINABLE CITIES Hong Kong 29 November 2001 Geneviève DUBOIS-TAINE PECC Sustainable Cities Coordinator.

Bangkok General Meeting 130 people from 17 PECC Economies attended the meeting. The meeting enabled to define and set up the main principles of the action thanks to the analysis of 12 contrasted cities. A book containing all the contributions and a “PECC Issues” presenting the synthesis of the meeting have been published. 2000: LAUNCHING OF THE SUSTAINABLE CITIES ACTION.

MAIN PRINCIPLES OF THE SUSTAINABLE CITIES ACTION Sustainability : a multidimensional system

Sustainability: a multidimensional system. Social sustainability: How to improve quality of life for all? How can social equity be promoted? How can health, education, and employment for all be guaranteed? How to involve the local population in decision making processes?

Sustainability: a multidimensional system Cultural sustainability: How can cultural diversity be guaranteed? How can ancient and contemporary heritage be highlighted? How can the city be made attractive for all, inhabitants, tourists and business firms?

Sustainability: a multidimensional system Ecological sustainability: How to guarantee the city’s environmental quality and good management of the natural resources? How to regulate as best as possible polluting emissions?

Sustainability: a multidimensional system Economical sustainability: How to define affordability for the State, the local governments and for the client? How to finance step by step the necessary urban improvements? How can the private sector become a partner? How can all kinds of different risks be shared between all the actors?

Sustainability: a multidimensional system Sustainability has to do with time: It has to be integrated in long term processes implemented thanks To agreements, legal and institutional arrangements, That have to be flexible and realistic and must be regularly re-discussed.

Sustainability: a multidimensional system Sustainable processes are initiated and implemented by actors: State, local governments and their administrations, elected body, enterprises, local associations, NGOs…The more all the actors are involved, the more the process is sustainable. Laws, institutional arrangements, regulatory offices are the background tools for the involvements of actors; they also change and have to evolve constantly.

Sustainability: a multidimensional system Sustainable development must find its relevant scales: The cities’ supply comes from the surrounding areas, Large cities attract different populations, City-regions are appearing. Which processes can be initiated to manage urban development at all these different scales?

SOME OTHER POINTS BROUGHT OUT IN THE BANGKOK MEETING The Bangkok meeting brought out, among others, many issues: Dynamics behind urban growth, Transport and urban structure at a large scale, Low and high density concerns, Architecture and urban shape.

CHRISTCHURCH MEETING In April 2001, The Sustainable Cities Task Force and the Transport Task Force organized a meeting on “Airports and Seaports and their sustainable connections to the town”. A CD contains all the main issues discussed in New Zealand.

THE PROGRAMME Sustainable urban services Make urban life possible. Improve the cities’ attractiveness and competitiveness. The programme will focus on: Water supply and treatment, sanitation and waste management.

A tripartite working process A tripartite network of researchers, enterprises and local governments is enlarged step by step A core of researchers makes cross analyses, selects best practices The tripartite forum proposes recommendations on the basis of the previous work and discusses them with the network. A bottom-up process: Cross-analyses of diverse and contrasted urban situations To propose : REALISTIC RECOMMENDATIONS FOR PUBLIC POLICIES GUIDELINES, CODES OF BEST PRACTICES,…
