 Offerors should carefully read section and DIVISION 01 before preparing proposal Important basic contract requirements and conditions are contained in these sections

 Represents type of smaller projects that may be awarded under this contract  Measures contractors’ estimating system  The Government does not intend to award this project, it is for evaluation purposes only  Any references to the location (Camp Shelby, MS) are to be replaced with Hancock Field for estimating purposes

 Detailed in Section of the RFP  CAREFULLY review sections 00100, & and through Division 01 when preparing proposal  Comply with Section AND requirements  Inquire in writing if you have questions

 Failure to furnish a complete proposal may result in elimination from consideration  Choose your dollar levels carefully Consider bonding Experience and staff  These contracts let you grow over time If you are not found technically capable for the high of the price range you chose you may be offered an award at a lower price category but this is NOT a guarantee

Past Performance and Technical when combined are SIGNIFICANTLY MORE IMPORTANT than price

Best Value is defined as an award based on the greatest overall benefit in response to the requirement. Award is based on other factors in addition to price.

The Contractors whose proposals provide the best value to the Government, price and other non- cost factions considered will be awarded contracts

Every Contractor who is awarded a MATOC contract will be given a FAIR OPPORTUNITY to complete for the award of Task or Projects unless and exemption applies

 Urgent or emergency requirements  Services are unique or highly specialized interest of economy and efficiency  Satisfy the minimum guarantee NOTE: THIS IS NOT A REQUIREMENTS CONTRACT

 KO May limit competition or exclude a contractor for the following reasons: Satisfy Agency Small Business Program Goals  Projects will be set-aside for 8(a) MATOC Contractors and/or HUB Zone and/or SDVB MATOC Contractors and/or Women Owned Small Business Failure to prosecute the work diligently on a current Task Order Award Order outside your areas of consideration

The Master specification, also referred to as the default specification Establishes an industrial and/or commercial standards for maintenance and repair of Government Facilities If SOW does not address a specification for an element of work, the master/default specification applies

 Normal response time is two (2) days for site visit and three (3) days to thirty (30) for proposal depending on complexity  Contractors must be able to respond within 120 Minutes in the event of an emergency to view a site and possibly give a price.

 MATOC contractors are required to have insurance while under contract- not just when the task order is issued.  You will have access to base for contract related events  Must be in place if responding to emergencies 31

 Most current Davis Bacon Wage rates will apply to each MATOC Request for Proposal Link to Web site will be provided- Note the most current wage determination at time of award of Task Order applies to the Task Order  Performance and Payment bonds are established by each Task Order PAYMENT BOND - T.O.>$30K PERFORMANCE BOND - T.O.>$150K

 KO establishes site visit & notifies MATOC Contractors by Provides MATOC Project synopsis, offering letter and basis for award & when available SOW/Plans/Wage Rates etc.(RFQ/RFP) (Note in some instances this will be provided at the site visit) KO & Engineer conducts the site visit with MATOC Contractors KO validates proposal due date with Contractors

 Contractor submits questions to KO who will provide answers to all  If necessary, engineer makes changes via addendum and forwards to KO who issues Amendment  Contractor submits price or best value proposal by hand carried, , or fax as applicable  KO does evaluation and makes award upon receipt of funds  KO s award notice to awardees  Notifies all others of award only

Normal method of distribution will be via or web posting When issued on CD/DVD one set of project plans & specifications will be provided to each MATOC contractor at no cost. It is the MATOC contractors responsibility to notify their subcontractors and provide them copies. Electronic versions when available will be on the Web

 Award is contemplated to be made without discussions- Do Not anticipate a chance to make corrections or changes  Your first proposal will probably be your only proposal!!  Read the solicitation requirements carefully!!  Consider using Section to “rate” yourself before submitting the proposal-is it complete??

 All Amendments Will On The FBO Web Site  Check Site Regularly For Changes & Refresh The Page  After Closing No Information Will Be Available Until Award Awards Will Be Posted To The Web Results should be announced in Approximately 90 Days

 Questions Must Be Submitted In Writing Via to- and  Submit Questions NLT COB 11 Feb 2012  Submit Questions To KO Only Do Not Call Other Government Personnel  Questions Received Late May Be Held And Addressed After RFP Closing With Those Who Submitted Offerors  Questions And Answers Will Be Posted To The Web Site Only
