water security strategic task team feedback on: DWA led initiatives: – –water for growth and development (WfGD) – –national water resource strategy (NWRS) 2009 strategic planning for water resources – 2009 situation analysis – –water sector response strategy to climate change – –water conservation & demand management other sector initiatives – –BUSA, NBI, Chamber of Mines, – –Information and knowledge management Including sector R & D strategy –key to support all other initiatives from policy, planning, implementation, monitoring and evaluation of performance

this is a very large and complex STT which makes logistics quite challenging! there are a lot of water security related initiatives – –no attempt is made to cover all the issues here – –the STT must be clear on its mandate “give the water sector assurances” DWA champion from Chief Directorate: Integrated Water Resource Planning STT must meet early 2010 water security strategic task team

water for growth and development key elements to implementation: – –dedicated and resourced WfGD program within DWA – –WfGD applied within sector departments (local and provincial government) – –setting and pursuing of targets in partnerships – –effecting buy-in from international donors, NGO’s and civil society

water for growth and development progress provincial water summits being undertaken with key sector departments In parallel high level consultation on WfGD the plan is to: – –finalise a revised WfGD framework – –submit to cabinet for approval

consultations with key sectors as follows: – –DDG National Water Resources Infrastructure energy, minerals, industry – –DDG Policy and Regulation agriculture – –DDG Regions domestic – –CFO national treasury water for growth and development

– –the proposed approach has been developed and endorsed in Dec 2008 by DWA – –TOR’s in revising the NWRS has been developed – –the adopted working structures has been identified – –development of an over arching framework to guide the revision process – –there will be high level workshops for high level decision makers and reference group – –department to present a first draft of the 2nd edition by July 2010 national water resources strategy –S5(4)(b) of the NW Act, Act 36 of 1998 requires a NWRS review every 5 years

development of a water sector response strategy to climate change – –DEA leading process to develop a country response strategy – –DWA in the process of developing a cc response strategy: developing a position paper on IWRM and CC Input to DEA process WfGD 2 nd edition NWRS – –DWA created a position of Director: Climate Change (currently being filled) – –DWA agreed that a dedicate website will be created – –workshop planned with the water sector – –draft water sector response strategy expected March 2010

water conservation & demand management critical component of ensuring water security all sections must therefore prioritise and implement wc/wdm a high level national approach to wc/wdm required with clear sector targets and monitoring tools work must link with asset management and finance to ensure implementation of appropriate technology (discussed in detail by other STTs) there is sufficient drive to facilitate a sector-wide response

sustainability pillars strategies for mainstreaming of gender, HIV&AIDS (to be presented) and civil society participation have been developed HIV/AIDS mainstreaming strategy (sector) has been developed and is ready for presentation to WSLG for adoption the transversal (sector-wide) nature of the proposed interventions will require separate funding – reduced donor funding may affect implementation of programmes gender mainstreaming strategy revised – consultative workshops on strategy to be complete by end of Feb sustainability pillars project in Evaton (Gauteng) replicated in KZN. De Hoop dam identified for mainstreaming of gender and HIV/AIDS.

mining industry initiatives on acid mine drainage discussion with DWA on acceptability of a commercial solution to mine water proposal for industry to contribute approximately R 800 million annually in infrastructure (pump installations, pipelines and water treatment plants) an additional investment of R 1.5 billion required need to reach a win-win solution – –acceptable return on investment – –no AMD impacts on water resources – –additional water available for social and economic development
