HSA Workforce Development Division ARRA’s TANF Emergency Contingency Fund (ECF) HSA will access part of the $1.8 billion total available to California to reimburse costs associated with: Subsidized / Transitional Employment 80% Federal Reimbursement; States And Counties Must Provide 20% Local “Match” Dollars JOBS NOW! JOB1NOW

3 Provide needy families with income support Utilize the Community Based Organization (CBO) infrastructure Create an additional 1,000 employment opportunities Utilize public service entities Stimulate small business and private industry Coordinate with WIA training opportunities to include a sector-based focus (e.g., Health, transportation, green/environment; etc.) Leverage stimulus funds in other areas (e.g., WIA, homelessness prevention) to support our clients JOBS NOW! Help identify JOBS NOW! participants among your trainees completing their program Identify employers with whom you have a relationship and market the program in order to place your eligible clients Become a transitional employment (TE) host site Become a JOBS NOW! Employer

Participants Assist your clients to gather the required eligibility documentation Help identify JOBS NOW! participants among your trainees completing their program to be placed in jobs Refer clients to HSA through the hotline JOB1NOW

Transitional Employment Host Site Provide a work site and supportive supervision of participants of transitional employment Receive additional “hands” to help your business at no cost to your organization Provide a valuable community service in assisting transitional employees become more job-ready

Employer 100% of wages are reimbursed If you are a city approved vendor - respond to the request for qualifications (RFQ # 428, issued June 29, 2009), complete a wage subsidy agreement and grant agreement If you are not a city approved vendor - respond to the request for qualifications (RFQ # 428, issued June 29, 2009), complete a wage subsidy agreement Your costs must total at least 25% of the wage subsidy amount and may include payroll taxes, benefits employees typically receive and supervision
