Development Objective The overall aim of this project is to improve Government finances and to strengthen the economy of through increased efficiency in the foreign trade environment. In addition, the program aims to increase operational capacity through the introduction of modern computerized processing facilities for import, export and transit throughout the, consistent with international standards and best practice. Outputs (Results) 1 : Capacity built in Customs National Project team to manage and operate 2 : Capacity built in Customs National Project team to train Customs staff and private sector operators 3 : Training sessions delivered to Customs staff and private sector operators 4: New processes documented and implemented. 5: Prototype ready and operational 6: System installed in selected site. Project Team trained in ASYCUDA capable to install, configure and maintain the system. National Project Team trained in and familiarized with ASYCUDA, able to train the end-users in the pilot and other sites. ASYCUDA prototype, developed in accordance with national User Requirements and legislation. ASYCUDA system configured and installed in the selected Customs Offices. Management information for RA on (a) activities and trade by importers and exporters and their agents, and (b) volume of customs clearance and work of customs officials. Minimum 8 RA staff trained Minimum 500 ASYCUDA users trained. Minimum 5 ASYCUDA Trainers available. Installation of ASYCUDA at Customs Headquarters and system validated. ASYCUDA implemented in 20 Customs Offices Publication of reports based on ASYCUDA statistical data  Full commitment of senior managers to implement the project.  Timely availability of suitable office for Project Team and provision of suitable premises at each of the identified customs locations.  Suitable staff retention policy in place.  Coordination and cooperation among all Project stakeholders  Adequate human resource management policy. The ASYCUDA Steering Committee (ASC) is a forum to lend direction and leadership to the project. The ASC reviews and validates work plans and approves any substantive amendments and revisions to the work plans, and recommends its associated financial and budgetary implications. Members : Revenue Authority, the donor, the important stakeholders and UNCTAD. Periodicity : 6 months ASYCUDA STEERING COMMITTEE

The ASYCUDA National Project Team (NPT) composed by: National Project Manager (NPM) Up to 5 experienced Customs Officers Up to 5 IT Specialists They should work full time on the project. PROJECT STRUCTURE

In addition to the NPT, the IT Division will support the implementation at operational sites, for the administration of the network and for database administration. High-level staff shall work on ad-hoc basis to define the business analysis of the new e-documents to be developed. PROJECT STRUCTURE

Customs Advisor provides assistance related to the automation of Customs procedures and best practices. Information Technology Advisor advises on IT issues. They shall conduct training on a basis of a transfer of know- how, working on a daily basis with his national counterparts and oversee the development of new e-documents. IN-COUNTRY UNCTAD TEAM

Monthly Project Reports Weekly meetings of the NPT will be held to monitor the implementation. These meetings will be documented in Monthly Progress Reports prepared by the NPM and submitted to Commissioner for Customs, and UNCTAD for their information and action on recommendations contained therein. REPORTING

ASC Project Reports More detailed ASC Project Reports are produced, by the NPM, assisted as necessary by UNCTAD advisers. These reports are provided in advance to the members of the ASC, for discussion at the meetings, which will review project progress, objectives and work plan in accordance with the timetable set out in the project document.  Stakeholders must be involved in the design of the individual project at the earliest stage  Transfer of know-how is critical (full country ownership)  No technical risk - ASYCUDAWorld is robust and is operational in many countries and selected by more than 55 countries (Source code made available)  Business continuity – ASYCUDA has 30 years experience (ASYCUDA from 2G to 4G)  Avoid implementation breaks because of insufficient funding LESSONS LEARNT
