Vulnerability Mapping – 1 Polling Stations to be reorganized Police Station jurisdiction wise Majority of the area of Polling Station to be deciding factor for jurisdiction Identification of villages & voter segments vulnerable to THREAT & INTIMIDATION. Basis is last 10 yrs of election related complaints record at Police Station & SP Office….AND Study of candidates and their voter segments

Vulnerability Mapping – 2 Identification of PERSONS causing vulnerability – More than 2 cases of RIOTING – More than 3 cases of HURT – More than 5 cases of PREVENTIVE PROCEEDINGS – Any ELECTION related case ……OR – More than 5 CRIMINAL CASES Designating police officers for surveillance & preventive measures on basis of old cases Wide publicity to instill confidence of voters

CBMs in Vulnerable Areas Visits & general talks to villagers Visibility in uniform, lights & sirens Contact of local Press & Pradhans, etc Patrols & Closure of liquor vends timely Preventive Proceedings against drunkards Inspection of polling stations for visibility Inspection of strong rooms

Classification of Polling Stations – 1 Ordinary polling station – Constable/1, HHG/1 – Routine & Smooth polling is expected Sensitive polling station – HC/1, HHG/1 – Allegations & Complaints exist but NO cases – Matters die out after site / spot visits – Need occasional patrols

Classification of Polling Stations – 2 Hyper-Sensitive polling stations – NGO1/1, HHG/1 – Case(s) has been registered – Frequent patrols required – Matters exist even after spot visits Critical polling stations – CPF guard / half section atleast – Videography / CCTVs – Area domination required for a month
