Transforming Cuyahoga County Government Transition Executive Committee 3 The charter establishes an Executive/Council form of government, eliminating the Board of County Commissioners. One County Executive and an 11- member County Council will be elected Nov. 2. All elected offices, except for the County Prosecutor, become appointed offices. What does the charter establish?

Transforming Cuyahoga County Government Transition Executive Committee 4 November /3/09: Voters adopt the Charter 11/19/09: Transition Advisory Group (TAG) is appointed; planning with community and New Cuyahoga Now begins Dec – Jan Ongoing organizational meetings are held, resulting in: Structure/Leadership, Volunteer/ Workgroup Expectations, Transition Team Objectives, Initial Workgroup Charges Jan. – Spring /28/10: 1st Executive Committee meeting, followed by meeting with all workgroup co-chairs 2/17/10: 1st Public Forum, seeking ways to involve volunteers Workgroups begin process of developing recommendations Summer /24/10: Candidate filing deadline 7/14: TAG sponsored an all-candidate briefing Public Forums scheduled and listed on the charter website Workgroups will give recommendations to Executive Committee Important Dates in County Transition Efforts

Transforming Cuyahoga County Government Transition Executive Committee 5 Fall /7/10: Primary election for Executive and Council Executive Committee will review recommendations and then send them to the TAG TAG will review the recommendations November /02/10: General Election for Executive and Council TAG will offer recommendations to Executive and Council Elected Officials In-Service will be conducted January 2011 Elected Officials (County Executive and Council) sworn in Commissioners offices terminate when new Executive and Council terms commence Prosecutor remains an elected officeholder Other Current Elected Officials hold office until they are replaced by an appointed official Decisions on immediate recommendations made by Executive and/or Council Important Dates in County Transition Efforts

Transforming Cuyahoga County Government Transition Executive Committee 6 Goals RECOMMEND EFFICIENCIES in county government that will lead to reductions in total county government general fund expenditures of 15% in addition to the 11% reductions that were implemented in IDENTIFY AND INVEST $50 million per year of realized savings from above actions into significant job creation and economic growth in Cuyahoga County. SHIFT A GREATER PERCENTAGE OF OVERALL EXPENDITURES and the balance of savings from above toward direct services to communities and taxpayers. RECOMMEND ENHANCED CAPACITIES, streamlined structures and operating procedures necessary for the effective functioning of our new form of county government by January 1, 2011.

Responsible for “developing recommendations for the orderly and efficient transition to the operation of the county government.” Over 1000 citizen volunteers signed on to develop the recommendations, so that the people of Cuyahoga County are directly and actively engaged in the positive- change process. Transforming Cuyahoga County Government Transition Executive Committee volunteers signed up on the website, charter.cuyahogacounty.us, expressing an interest in one or more workgroup areas. An additional others, county employees and community members, were asked to offer their expertise in specific areas. Workgroups are led by at least one county and one community expert. Workgroups were given the flexibility to organize tasks as they saw fit.
