The original “Survivability” (S) items matrix was published in April 2008 by NENA as a joint APCO- NENA Service Capability Criteria Rating Scale OID It was subsequently published in November 2008 by APCO as an ANSI Standard titled Public Safety Answering Point (PSAP) Service Capability Criteria Rating Scale (APCO/NENA ANS ). After the original “S” items documents were published, the general vision shared by the Steering Team was to develop a Day-to-Day assessment tool that PSAP managers or others could use to objectively assess the current service capability of the PSAP against models which have been developed which represent the best level of Day-to-Day Operations.
Current Status On This Tool The updated “tool” (under development) will be a combination of the “S” and “D” items, and will serve in both the Day-to-Day and revised Survivability contexts to assess the validity and completeness of the public safety communications portion of agency “Continuity of Operations Plans (COOP)”. In addition, a revision to the survivability items, including additional definitions and examples is being offered as the Steering Team fulfils its responsibility to keep these documents as current as possible.
Current Status On This Tool Similar to it’s prior purpose relating to “S” items, the new Tool will define and facilitate discussion with funding bodies (Federal, State, County, Municipality, etc) as to where their PSAP stands in regard to their readiness or effectiveness on a “Day-to-Day” basis (“D” items).
Purpose of this Session This presentation will identify some (not all) of the revised “S” items, and; It will also take a brief look at some (not all) of the proposed “D” items.
How Does It Work? Items listed ex: technology, planning, training Category Assigned as S= Survivability, D=Day-to-Day* Criteria Classified as Standard, Advanced, or Superior. (A and Su are built on previous class of capability) Criteria are describable, measurable and can be documented. * OID Version 1 focused only on “S” Items. Version 2 incorporates the “D” items, and provides updates to “S” items based on real world feedback from PSAPs who use the original tool.
