9/7/2015 PAGE 7 Federal Funding Accountability and Transparency Act The Act requires OMB to ensure the existence and operation of a website that provides the public with easy access to information about federal expenditures. It does not include payments to individuals. The data elements required in the bill for each transaction include: 1) the amount; 2) information including transaction type, funding agency, the North American Industry Classification System code or Catalog of Federal Domestic Assistance number (where applicable), program source, and an award title descriptive of the purpose of each funding action; 3) the name and location of the recipient and the primary location of performance; and 4) a unique identifier for the recipient and any parent entity.

9/7/2015 PAGE 8 Federal Funding Accountability and Transparency Act STATUTORY DUE DATES The Act sets the following due dates: July 1, 2007: OMB required to commence a pilot program to test the collection and accession of data about subgrants and subcontracts, and determine how to implement a subaward reporting program across the Federal government. January 1, 2008: OMB will ensure the existence of a single searchable website accessible to the public that will provide the previously mentioned data about each federal award. Oct 1, 2008: Requires information about credit card transactions, although only for amounts larger than $25,000. January 1, 2009: The Act requires the website to include data from subcontractors or subgrantees.

9/7/2015 PAGE 10 HUD and Grants.gov HUD issues the majority of its funding opportunities in a single announcement called the SuperNOFA. The SuperNOFA contains: – A General Section which establishes requirements and policies applicable to all HUD programs; and – Program Sections which contain program specific requirements.

9/7/2015 PAGE 11 HUD and Grants.gov HUD worked with Grants.gov, worked communication plan, and successfully received 5752 applications for 41 programs in FY In FY 2005 HUD had 465 rejected applications largely due to registration issues.

9/7/2015 PAGE 12 HUD and Grants.gov In FY 2005 HUD conducted 99 Quality Assurance Reviews. HUD relies on Grants.gov applicant reports, Grants.gov Support tickets, Audit Reports, Organization Reports, and applicant problem discussion to evaluate appeals.

9/7/2015 PAGE 13 HUD and Grants.gov HUD analyzed the errors and developed extensive outreach and training materials to address common errors and ensure that all applicants were familiar with Grants.gov HUD’s NOFA was modified in FY 2006 to issue the General Section early so that folks can read all the details before the Program Sections were issued.
